Job Summary:

The Aircraft Mechanic

I - QA TODO

performs Quality Assurance (QA) and Technical Order Distribution Office (TODO)

functions in support of aircraft maintenance operations. The position administers and maintains technical order accounts,

electronic technical information systems, technical publications, and associated digital devices; conducts inspections and

quality audits; documents and communicates deficiencies; and supports compliance with applicable technical data, quality

standards, contractual requirements, and Government directives. The position works closely with maintenance personnel,

Technical Order Distribution Account (TODA) representatives, Government personnel, and other quality and technical-data

stakeholders to ensure accurate, current, and readily available technical information supporting safe and compliant

maintenance operations.

Primary responsibilities include but are not limited to the following:
  • Conducts daily Technical Order Distribution Office (TODO) functions in accordance with applicable technical data, directives, and
    contractual requirements.
  • Performs Enhanced Technical Information Management System (ETIMS) E-Tool Administrator functions in accordance with TO
    00-5-1.
  • Maintains a working knowledge of digital Technical Orders (TOs), including establishing and maintaining applicable network
    server directories.
  • Coordinates with Technical Order Distribution Account (TODA) representatives, Computer Systems Administrators (CSA), the
    Lead TODO, and other appropriate personnel to troubleshoot and resolve issues involving E-Tool laptops, iPads, cabinets, digital
    TO displays, and related devices.
  • Establishes and maintains applicable Technical Order and Automated Computer Program Identification Number System (ACPINS)
    accounts.
  • Manages subscriptions and downloads applicable software and publication updates from non-U.S. Air Force technical publication
    sources, including NAVAIR publications and Department of Defense Fire and Emergency Services Certification Program technical
    information.
  • Assists TODA personnel with accessing applicable Software Control Center/Electronic Software Distribution System (SCC/ESDS)
    resources.
  • Performs required annual inspections and spot checks in accordance with
TO 00-5-1, TO

00-5-2, and other applicable technical

guidance.

  • Conducts quality audits in accordance with AS9110 and applicable contractual and Company requirements.
  • Documents inspection and audit results, communicates identified deficiencies to the appropriate process owner, and maintains
    required Quality Control files and records.
  • Forecasts digital media and related technical-data requirements and coordinates procurement requirements with Maintenance
    Group (MXG) TODO personnel and the applicable Major Command (MAJCOM), as required.
  • Investigates and reports incidents and accidents within the scope of the contract in accordance with applicable procedures.
  • Reviews and completes forms and documentation associated with aircraft and equipment maintenance.
  • Enters maintenance actions into the applicable Maintenance Information System (MIS) and completes required forms, logs,
    records, or electronic equivalents.
  • Monitors and leads teams performing complex aircraft inspections, as assigned.
  • Assists with the preparation and initiation of engineering technical assistance requests, as required.
  • Provides technical guidance to lower-level technicians and trains other Quality Assurance personnel within assigned subject
    matter expert areas.
  • Strictly adheres to applicable aircraft technical data, maintenance procedures, safety requirements, quality standards, and
    Company policies.
  • Performs housekeeping duties within 100 feet of assigned work areas, excluding bathrooms.
  • Performs required vehicle use inspections, cleaning, and washing.
  • May be required to perform duties in other work sections throughout the contract based on operational requirements.

  • Performs other supportive duties and assignments as directed by management, supervisors, or leads and within the employee's
    qualifications.
Qualifications and Experience:
  • High school diploma or GED required.
  • Mathematics skills are desirable.
  • Must be able to speak, read, write, and understand English and possess the ability to read, understand, and interpret technical
    data and special operating instructions written in English.
  • Must possess the knowledge and ability necessary to perform assigned Quality Assurance and Technical Order Distribution Office
    functions.
  • Must possess or develop a sound working knowledge of digital Technical Orders and applicable technical information
    management systems.
  • Must be capable of accurately completing and maintaining aircraft maintenance forms, logs, records, inspection documentation,
    and applicable electronic records.
  • Must be able to obtain and maintain required special certifications as directed by management.
  • Must be able to obtain and maintain a Secret security clearance, or higher-level clearance if required.
  • Must be able to obtain and maintain a Government driver's license when required.
  • When Controlled Movement Area (CMA) access is required, must be able to meet applicable color vision requirements.
  • Must be willing and able to deploy in support of off-station requirements.
  • Must be physically capable of performing all assigned duties.
  • Must be able to work effectively with maintenance personnel, Quality Assurance personnel, Government representatives, and
    other functional organizations.
  • Must meet all applicable contractual, Government, security, training, certification, and access requirements associated with the
    position.
Working Conditions:
  • Work is performed in a variety of environments, including offices, aircraft hangars, maintenance facilities, and flightline areas.
  • Work may involve exposure to aircraft operations, high noise levels, moving vehicles and equipment, fumes, hazardous materials,
    and varying weather and environmental conditions.
  • Duties require extensive standing, walking, climbing, stooping, bending, pushing, kneeling, stretching, and other physical activity
    associated with aircraft maintenance and inspection operations.
  • Must be physically capable of performing all assigned duties.
  • Personal protective equipment (PPE) may be required based on the assigned work area or task.
  • May be required to work in other sections or locations throughout the contract based on mission and operational requirements.
  • May be required to deploy in support of off-station requirements.
  • Extended or irregular work hours, including nights, weekends, holidays, overtime, or alternate shifts, may be required
    based on mission, operational, and contractual requirements.
