GENERAL DESCRIPTION
Under general supervision to perform a variety of skilled work in the repair, overhaul, and preventive maintenance of a variety of vehicular and other mechanical equipment. Incumbents inspect, troubleshoot, overhaul, and repair mechanical, hydraulic, electrical, fuel, and exhaust systems while ensuring equipment operates safely and efficiently. Duties include operating and test-driving commercial vehicles and heavy equipment, maintaining accurate maintenance records, supporting parts procurement, and adhering to established safety standards and procedures. Employees work in physically demanding environments with exposure to outdoor conditions, mechanical hazards, chemicals, noise, and confined spaces, and may be required to respond as essential personnel during City emergencies or closures.
SUPERVISION EXERCISED
Equipment Mechanic Trainee I/II Exercises no supervision. Equipment Mechanic III Exercise limited supervision as outlined by supervisor.
IMPORTANT AND ESSENTIAL DUTIES
Inspect, repair, and perform diagnostic checks and troubleshooting techniques on a variety of gasoline and diesel-powered vehicles including landscaping and construction equipment. Overhaul and/or repair components such as clutches, brakes, transmissions, transfer cases, differentials, universal joints, air conditioning, motor ignitions, carburetors, and electrical and hydraulic systems vehicles such as trucks, trailers, street sweepers, tractors, skid loaders, backhoes, and other equipment as needed. Adjust, repair, and replace necessary units and components, including but not limited to valves, pistons, brakes, hoses, body parts, switches, hydraulic cylinders, engine components, and fuel and exhaust system components. Maintain accurate records of maintenance and repairs in Fleet Maintenance software. Provide Parts staff with complete and accurate information when ordering repair parts. Maintain personal and common work areas according to established safety standards. Execute tire mounting and dismounting, as well as rotating and balancing tires. Operate or test drive heavy equipment, commercial vehicles, medium and light vehicles as well as a fuel truck. Operation of equipment and vehicles is required for diagnosis and verification of repair. Operate a fuel truck to perform fuel service calls. Replace logos, decals, and placards as needed. Equipment Mechanic III Provide day-to-day guidance, training, and technical assistance to Equipment Mechanic Trainees, Equipment Mechanic I, and Equipment Mechanic II employees. Assign, prioritize, and review work activities to ensure repairs and preventive maintenance tasks are completed accurately, safely, and efficiently. Assist supervisors in monitoring workflow, shop operations, productivity, and quality of work performed by assigned staff. Serve as a lead mechanic on complex repairs, diagnostics, and troubleshooting assignments involving heavy equipment and specialized vehicles. Inspect completed repairs and maintenance work to ensure compliance with departmental standards, safety requirements, and operational expectations. Train and mentor employees on proper repair procedures, diagnostic techniques, safety practices, and operation of specialized tools and equipment. Provide input to supervisors regarding employee performance, training needs, work quality, and operational concerns. Coordinate with staff and other divisions to ensure timely availability of parts, equipment, and resources needed for repairs and maintenance activities. Promote and enforce adherence to safety standards, departmental policies, and established maintenance procedures. Assist in maintaining shop organization, cleanliness, tool accountability, and compliance with applicable environmental and safety regulations.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Advanced methods, materials, tools, and equipment used in the diagnosis, repair, overhaul, and preventive maintenance of gasoline and diesel-powered vehicles, heavy equipment, and hydraulic systems. Principles and practices of automotive, diesel, electrical, hydraulic, pneumatic, fuel, exhaust, and air conditioning systems. Diagnostic procedures and troubleshooting techniques for identifying mechanical, electrical, hydraulic, and operational equipment failures. Operation and maintenance requirements of commercial vehicles, construction equipment, landscaping equipment, refuse trucks, fuel trucks, tractors, skid loaders, street sweepers, trailers, and related heavy equipment. Preventive maintenance programs and inspection procedures designed to maximize equipment reliability, efficiency, and safety. Applicable federal, state, local, and departmental safety standards, environmental regulations, and hazardous material handling procedures related to fleet maintenance operations. Safe operation of shop equipment, power tools, welding equipment, lifting devices, jacks, cranes, and diagnostic instruments. Principles of inventory control, parts identification, and procurement procedures related to fleet maintenance operations. Recordkeeping practices and computerized fleet maintenance management systems. Safe driving principles, practices, and regulations related to operating commercial vehicles and heavy equipment.
Skill to:
Diagnose, troubleshoot, repair, rebuild, and maintain a wide variety of gasoline and diesel engines, transmissions, brake systems, hydraulic systems, suspension systems, steering systems, and electrical systems. Operate diagnostic equipment, scan tools, testing devices, and specialized repair equipment used in fleet maintenance operations. Safely operate heavy equipment, commercial vehicles, fuel trucks, tractors, loaders, backhoes, refuse trucks, and other assigned equipment for testing and operational verification. Perform welding, fabrication, tire mounting and balancing, and component replacement as required. Read and interpret technical manuals, schematics, wiring diagrams, hydraulic diagrams, and repair specifications. Accurately document inspections, maintenance activities, repairs, labor hours, and parts usage within fleet maintenance software systems. Maintain organized, clean, and safe work areas in accordance with established safety standards and procedures. Communicate effectively with supervisors, coworkers, vendors, and internal departments regarding equipment status, repair needs, and operational concerns. Prioritize and manage multiple repair assignments while meeting operational deadlines and maintaining quality workmanship. Safely operate a motor vehicle.
Ability to:
Perform skilled mechanical work independently with minimal supervision while exercising sound judgment and decision-making. Analyze equipment malfunctions and determine effective repair solutions in a timely and efficient manner. Follow oral and written instructions, policies, technical procedures, and safety regulations. Establish and maintain effective working relationships with employees, supervisors, vendors, and the public. Adapt to changing priorities, emergency repair situations, and operational demands. Work safely in physically demanding environments involving exposure to noise, vibration, chemicals, confined spaces, extreme temperatures, and mechanical hazards. Perform strenuous physical activities including lifting, carrying, climbing, kneeling, crouching, bending, and working in awkward positions for extended periods. Travel to various job sites and respond to emergency service calls as required. Maintain required licenses, certifications, and endorsements related to the position. Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Equipment Mechanic Trainee Experience:
This is an entry level position. Eighteen (18) months of related experience is preferred.
Education/Training:
A high school diploma or a GED is required.
License or Certificate:
A valid Texas Class B CDL driver's license or the ability to obtain one within one hundred eighty (180) days of employment is required. A Tanker and HAZMAT endorsement or the ability to obtain one within one hundred eighty (180) days of employment is required.
Equipment Mechanic I License or Certificate:
A valid Texas Class B CDL driver's license is required.
Equipment Mechanic II Experience:
Three (3) years of experience equivalent to that of an Equipment Mechanic I for the City of Abilene is required.
Education/Training:
Depending upon the assigned location within Fleet Maintenance, one or more of the following may be required: Completion of training courses leading to certification through the National Institute for Automotive Service Excellence (ASE). Recommended courses include, but are not limited to, Automobile & Light Truck Certification Tests (A1-A9) and/or Heavy-Duty Truck Certification Tests (T1-T8) or factory training directly related to City-owned equipment may be accepted in lieu of the education and training requirements.
Equipment Mechanic III Experience:
Five (5) years of experience equivalent to that of an Equipment Mechanic II or a full-time journey-level Equipment Mechanic is required.
Education/Training:
Completion of Automotive Service Excellence (ASE) certification testing applicable to the assigned mechanical field within Fleet Maintenance is required. Examples include, but are not limited to, Automobile Certification Tests (A1-A9) for light vehicle mechanics and Medium/Heavy Truck Certification Tests (T1-T8) for heavy truck or equipment mechanics. Comparable achievement through Original Equipment Manufacturer (OEM) training and coursework, including but not limited to Ford, Chevrolet, Dodge, Cummins, Autocar, Freightliner, and Caterpillar, may be accepted in lieu of ASE certification testing. All work performed must meet established industry standards and performance benchmarks.
Special Requirements:
Essential duties require the following physical skills and work environment: Work requires considerable independent judgment in selecting work methods and procedures. Must provide their own tools appropriate to position level. Exposure to cold, heat, noise, outdoors, vibration, confined workspaces, chemicals, explosive materials, mechanical hazards, and electrical hazards.
