Position Summary:

Under direct supervision, performs a variety of unskilled and semi-skilled manual labor in the construction and maintenance of parks, lakes, cemeteries, golf courses, pools, buildings, stormwater infrastructure, and other municipal facilities. Assists with stormwater pollution prevention activities including inspection, maintenance, erosion control, illicit discharge detection, and implementation of Best Management Practices (BMPs) to support compliance with environmental regulations and the City's stormwater management program.

Tasks:

Operates mowers, trimmers and various other landscaping equipment. Operates trucks, backhoes, loaders, jackhammers, mowers, trimmers, tractors, chippers, utility carts and other equipment essential to grounds maintenance. Loads and hauls equipment, sand, gravel, clay, topsoil and other construction and maintenance materials. Serve as lead worker over seasonal laboring workers. Supervise Department of Corrections personnel and seasonal employees. Assists with stormwater pollution prevention and water quality protection activities in accordance with local, state, and federal regulations. Performs inspection, cleaning, and maintenance of storm drains, culverts, ditches, detention areas, inlets, and related stormwater infrastructure. Installs and maintains erosion and sediment control measures including silt fence, wattles, inlet protection, erosion matting, and other BMPs. Identifies and reports illicit discharges, illegal dumping, spills, or other sources of stormwater contamination. Assists with implementation of Stormwater Pollution Prevention Plans (SWPPP) and municipal stormwater management practices. Conducts routine inspections of construction sites, parks, facilities, and public areas for stormwater compliance concerns. Applies herbicides, pesticides, and fertilizers in accordance with environmental regulations and best management practices. Deals with the public in a manner that positively promotes the image of the City and handles complaints and needs tactfully. Establishes and maintains effective working relationships with other employees, superiors, and the public. All employees of the City of Winfield are subject to immediate callout when an emergency, disaster or breach of homeland security occurs. Such call to respond and assist may involve those activities to his/her regular job responsibilities and incorporate other non-job-related duties as necessary and required of an employee. An employee's response to these matters may require the working of unusual, long hours over an extended period of time with infrequent breaks or rest periods. Experience and Education:

Any combination of education and experience equivalent to completion of high school. Two years of experience in construction and maintenance work. Must have or obtain supervisory certification for Department of Corrections personnel within six months of employment and requires maintaining supervisory status. Valid commercial driver's license.

Physical Requirements:

Capacity to perform manual labor in the maintenance, repair, and minor construction of city facilities, roads and building maintenance. Ability to perform heavy physical work and ability to lift and carry up to 100 pounds. Ability to work in extreme weather conditions. Ability to stand, walk, sit, bend, crawl, push, pull and perform similar body movements. Possesses hand/eye/foot coordination adequate to operate equipment.
