Lewistown, PA (Onsite at Mifflin County Housing Authority) no remote work option Position Summary A Maintenance Laborer performs physical tasks on site, including cleaning and preparing the work area, loading and unloading materials, assembling scaffolding, digging trenches, and assisting skilled tradespeople, all while following safety protocols and adhering to supervisor instructions at the Mifflin County Housing Authority (MCHA). Work assignments are received in oral or written form and are executed with minimal supervision. The Maintenance Laborer may perform other duties as assigned, including work in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise balance the workload. The Maintenance Laborer shall assist, record, and communicate maintenance operations and general upkeep of all developments as assigned to proper safety standards and code requirements as required by MCHA, Housing and Urban Development (HUD), the Occupational Safety and Health Administration (OSHA), State, County, and other compliance requirements.

Key Responsibilities Facility, Grounds, & Unit Maintenance:

Execute comprehensive indoor and outdoor upkeep, including landscaping (mowing, trimming, seeding), grounds cleanup, trash removal, and the detailed cleaning and preparation of public spaces and vacant units for new tenants.

Equipment Operation & Inventory Control:

Safely operate and perform routine servicing on a diverse range of hand and power tools (e.g., saws, electrical testers, drain eels) while efficiently managing site deliveries, inventory logging, and stock organization.

Compliance, Safety, & Professionalism:

Work independently or under minimal supervision in various adverse environmental conditions while strictly adhering to HUD and agency regulations, maintaining professional communication, and demonstrating strong customer service with residents, vendors, and staff.

Pest control provision:

Chemical Inventory Controls:

Manage the safe use, proper labeling, storage, and record-keeping of pesticides and tools in strict compliance with safety and regulatory standards.

Resident Concerns:

Address pest control complaint work orders timely, tracking issues, and providing educational resources to tenants on preventive measures.

Regulatory Tracking:

Record exact details of pesticide applications (when, where, what, how) and compile necessary reporting forms for state review. Participates in emergency on-call procedures Participates in 24-hour emergency maintenance service responses, including rotation of on-call maintenance staff Follow the maintenance schedule and workflow Coordinate unit maintenance and repairs with appropriate scheduling Confirm all parts required for maintenance are available and ready Ensure deadlines are met MCHA Team Communications Report reasons for delays to management in a timely and efficient manner Provide suggested cost-saving measures to management Participate in periodic staff meetings and training to ensure that housing authority policies are carried out in all functions Keep the Maintenance Foreman apprised of work activity Ability to operate a personal computer and business software

Job Requirements Required Qualifications Education:

High School Diploma or General Education Degree (GED)

Experience:

1 year of related mechanical experience/training preferred in a housing or real estate maintenance environment

Training:

Hold or pass NSPIRE inspection standards training must be obtained within twelve (12) months of hire at MCHA expense. Valid Pennsylvania Driver's License and an insurable driving record for mandatory travel to local inspection sites. Will be required to obtain Pest Applicator certification within a year of hire (specifically with categories for structural/institutional pest control) Must attend required courses and maintain professional licenses, certifications, and credits necessary for pesticide application. Preferred Qualifications Excellent verbal communication skills, conflict resolution Physical Demands and Work Environment

Mobility:

Ability to walk, stand, bend, kneel, and climb stairs to thoroughly inspect residential properties in Mifflin County.

Environmental Tolerance:

Ability to work in varying outdoor weather conditions and navigate diverse properties, including basements and multi-level units.

Office Dexterity:

Ability to sit for extended periods, type on a computer keyboard, and lift up to 25 pounds of file boxes or equipment.
