GENERAL SUMMARY

The Grounds Maintenance Division within the Department is seeking a motivated individual to fill the role of Senior Grounds Maintenance Worker. The Grounds Maintenance Division is responsible for all ornamental landscapes within city rights-of-way and parks, as well as Green Stormwater Infrastructure (GSI). This position schedules the division's day-to-day work and ensures proper Integrated Pest Management (IPM) practices. It is also responsible for ensuring a safety culture and conducting routine safety meetings.
DEFINITION
Under direction, oversees and participates in the more complex and difficult work of crews engaged in overall care and maintenance of grounds and landscaping infrastructure under the City's stewardship, including easements, medians, rights-of-way, parks, planter beds and strips, bio-swales, and other vegetative assets; leads and participates in the installation, repair, and maintenance of irrigation systems for landscaped areas; ensures work quality and adherence to established policies and procedures; and performs a variety of administrative and technical tasks relative to assigned areas of responsibility.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Grounds Maintenance Worker series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing lead responsibilities to assigned staff. Employees at this level must be fully trained in all procedures related to the assigned area of responsibility. This class is distinguished from the Grounds Maintenance Superintendent in that the Grounds Maintenance Superintendent is the first-line supervisory level.

Essential Functions :
Lead, plan, train, and participate in the work of staff responsible for the care and maintenance of grounds and landscape infrastructure under the City's stewardship, including easements, medians, rights-of-ways, parks, planter beds and strips, bio-swales, and other vegetative assets; discuss work to be performed with supervisors; plan and implement crew assignments; assist staff in troubleshooting and performing the more complex grounds maintenance and repair activities. Assign jobs to staff, schedule, evaluate, and plan grounds maintenance and repair; visit sites to investigate problems; create weekly job schedules; create job layout; coordinate and communicate work activities with other departments, divisions, and work sections and the public; and document work activities. Be available to support the crew throughout the day. Instructs crew in proper use and maintenance of equipment and tools; coordinates the training and cross-training of work crews in all maintenance tasks including safety standards. Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications. Utilize a desktop computer, laptop, or tablet to enter and retrieve information within asset management software; generate and close service requests and work orders; record equipment, labor, and material usage; and generate various written documents, spreadsheets, and reports. Purchase materials necessary to perform specific jobs, small tools, office supplies, and any other necessary materials; assist supervisor with researching new vehicles and equipment. Oversee the use, care, and operation of maintenance equipment such as deck, wing, and push mowers, edgers, blowers, hedge trimmers, loppers, hand and pole pruners, weed eaters, chain saws, rakes, shovels, hoes, brooms, and other maintenance tools. Coordinate vehicle and equipment maintenance and repairs; record mileage, report necessary repairs and maintenance, and coordinate maintenance and repairs with outside mechanics. Schedule and obtain training materials for monthly safety meetings; perform monthly safety checks. Research safety regulations and ensure all work is performed accordingly. Responsible for assuring safe operations in the work group and directly responsible for working conditions at the job sites, including safety walk-around inspections, and appropriate documentation. Ensures that all safety rules are adhered to, and any safety violations or deficiencies will be addressed and corrected. Coordinate and implement traffic control plans (TCP) for work in city streets and highways according to applicable best practices and laws. Attend division, department, and organizational meetings along with various employee committee meetings; participate in and encourage interdepartmental communication. Perform after-hours, weekend, and holiday work during emergencies, inclement weather, or other essential operating periods to perform vital services such as storm damage cleanup, snow removal, and other duties as required.

QUALIFICATIONS
Knowledge of :
Principles of functional/technical leadership and training. Advanced methods and techniques of planting, transplanting, cultivating, pruning, and maintaining a variety of lawns, ground covers, plants, shrubs, hedges, trees, Principles and practices used in Green Stormwater Infrastructure and Integrated Pest Management. Soil preparation and enrichment principles and techniques. Principles and practices of arboriculture, including species identification, planting, pruning, and maintenance methods. Advanced methods and equipment used in weed, pest and insect control, treating plant diseases, and pesticide application. Advanced principles and practices used in the installation, maintenance and repair of irrigation systems. Operation and maintenance of a wide variety of commonly used hand and power landscaping tools and equipment. Traffic control practices and procedures, including proper placement of cones, barricades, and warning devices according to the Manual for Uniform Traffic Control Devices (MUTCD). Operational characteristics of maintenance for vehicles, equipment, and tools. Occupational hazards and standard safety practices. Applicable computer software applications, including Microsoft Office Suite. Principles of asset and computerized maintenance management system (CMMS). Ability to : Lead, organize, review and train staff. Prioritize and schedule workload. Read and understand oral and written instructions, diagrams, maps, and blueprints. Use a desktop computer to coordinate and schedule work activities, record and track asset information, and generate written reports and spreadsheets. Recognize and formulate treatment plans for diseased, infested or stressed plants, trees, and shrubs Operate a variety of maintenance vehicles, equipment and tools in a safe and effective manner. Ensure adherence to safe work practices and procedures including safety around work areas in high traffic. Ensure projects are completed promptly and adhere to standard specifications. Be available to work and be on-call to respond to emergencies such as flooding, hazardous spills and snow and ice control outside regular work hours. Perform heavy physical labor in all weather conditions. Work independently in the absence of supervision. Understand and follow oral and written instructions. Experience:
Three (3) years of increasingly responsible groundskeeping, irrigation, and landscape maintenance experience with one (1) year of experience as lead worker is preferred.
Education/Training :
Equivalent to the completion of the twelfth grade; additional education beyond high school is desirable.
License or Certificate:
Must possess a valid state-issued Driver's License with a driving record acceptable to the City. A pesticide applicator license or ability to obtain within six months of hire. Certified Erosion and Sedimentation Control Lead (CESCL) certification or ability to obtain within six months of hire. First aid/CPR certificate and Washington State flagging certification, or ability to obtain within 3 months.
