Job Description

Directs and coordinates the operations and maintenance of the water and wastewater divisions. Responsible for coordinating, planning, and directing the water and sewer operations, ensuring that programs and projects are performed in accordance with city standards and state/federal regulations. Supervises and evaluates the performance of employees within the water and sewer divisions. Works with the Public Works Director to develop the goals, objectives, plans, and programs necessary to manage water and sewer operations. Interacts on behalf of the city with local, state, and federal regulators, public organizations, and citizens as necessary or required. Directs and establishes Department operating standards and controls pursuant to state and federal statutes and regulations. Meets Department objectives through direct and indirect supervision of staff performing analytics, operations, administration, water and sewer production, water quality testing, distribution, collection, treatment, and maintenance standards are met. Participated in personal actions for the department such as hiring, leaves, overtime, separations, and administers and recommends disciplinary actions as appropriate. Provides staff training as needed to support department activities and oversees the implementation of safety programs for the department. Operates water production and distribution facilities by controlling well production, storage reservoir volumes, booster stations, pressure reducing stations, and establishing new water service connections. Operates wastewater collection facilities by controlling lift stations, septage receiving facility, bar screens, grit separator, screen press, recirculation pumps, flow meter, aeration blowers, and establishing new sewer service connections. Operates the maintenance of distribution mains by exercising valves, servicing fire hydrants, detecting and repairing leaks, and troubleshooting electrical water pumps and controls. Operates the maintenance of the sewer collection system by pumping septic tanks at regular intervals, exercise valves, detecting and repairing leaks, troubleshooting sewer pumps and controls. Coordinates the monthly utility billing, communicates with finance controller and utility clerk, ensures customers are added into computer system, builds meter reading routes, tracks meter inventory, creates work orders established workflows. Consults with engineers and manufactures concerning equipment operation and maintenance, new equipment design and or modifications to existing equipment. Oversees SCADA instrumentation establishing set points, ensures wells, pump station and PRV operate in conjunction with each other providing the best possible product to our customers. Responsible for setting up the on-call roster ensuring personnel readiness for any maintenance situation. Coordinates and administers the development of the annual Consumer Confidence Report. Oversee daily and weekend rounds, security checks on facilities, record all pumps, wells reservoir activity, grab samples, for analyzation, make system adjustments as required. Oversees monthly meter reading, use of computer to maintain customers, upload, and download information into hand-held meter reading units. Oversees utility service locates by reading and understanding as built/record drawings, use electronic equipment to find buried mains and services. Knowledge of standard methods and procedures in the water and wastewater fields and the associated State and Federal regulations. Knowledge of city budget and procurement policy. Excellent verbal and written communication. Basic computer skills along with the skill of effectively reading equipment and construction schematics. Ability to operate basic vehicles, sewer pump truck, rodder vacuum, dump truck, front end loader, backhoe, and a forklift. High school diploma or equivalent required. Higher level education in science or engineering preferred. Three years prior supervisory experience. Eight years' experience in water distribution/sewer collection or water/sewer treatment. Experience operating mechanical devices, pumps, motors, and hydraulic pressures. State Operator level I certification in water treatment, level III certification in water distribution, and level II certification in wastewater collections and wastewater treatment. Ability to pass State administered Backflow certification within twelve (12) months of-hire (may be extended with approval from Department Director). State of Alaska Class A or B Commercial Driver's License with Tanker endorsement preferred. Must provide a current (dated within 30 days of request) driving record obtained from the State of Alaska Department of Motor Vehicles.
