A SUPERVISORY SURFACE MAINTENANCE SPECIALIST
(MERIT, T32, TEMP), GS-1601-11, (1) Exercises administrive and technical supervision over one or more surface maintenance facilities, e.g., CSMS, MATES, UTES and/or FMS. Plans and schedules work to be accomplished by subordines. Sets and adjusts short-term priorities. Assigns work in considerion of employee skills and mission requirements. Res subordines' work performance. Advises, counsels, or instructs employees on work and administrive mters. Interviews candides and recommends appointment, promotion, or reassignment to positions in the unit. Hears and resolves employee complaints and refers group grievances, or more serious unresolved complaints, to a higher-level supervisor. Effects minor disciplinary actions and recommends action in more serious cases. Identifies and provides for employee training and development. Finds ways, as needed, to improve production or increase the quality of work directed. Develops performance standards. (2) Develops, implements, and oversees the quality assurance program for assigned surface maintenance facilities. Reviews work instructions, technical da, inspection methods, and test procedures to ensure adequacy. Reviews quality and flow of merials and supplies required to support maintenance activities. Confers with equipment users to resolve problems and ensures sisfaction. Provides direction to ensure correction of noted deficiencies. Publishes technical informion letters on quality assurance techniques and objectives. Monitors manpower utilizion ensuring th work methods, procedures, and allocions are made to best accomplish program objectives with the available resources. Coordines manpower da collection for assigned units. Recommends plans to enhance manpower utilizion and cost effectiveness throughout areas assigned. (3) Provides technical guidance to assigned maintenance activities through coordined assistance or evaluion s. Visits assigned surface maintenance facilities on a regular basis to promote efficient operions and compliance with established standards. Provides trip reports to document adherence to opering standards and unit performance. Plans and develops schedules and agendas for shop meetings and responsible to coordine details. (4) Oversees hazardous waste/industrial hygiene programs for maintenance facilities supervised. Identifies special tools, test equipment requirements, and coordines procurement as needed. Provides technical guidance to supply and Class 9 (CL IX) functions. May participe as a member of the Command Maintenance Evaluion Team (COMET) team. Minnesota Nional Guard Membership is required. Selectee required to wear the military uniform. Federal employment suitability as determined by a background investigion. May be required to successfully complete a probionary period. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must be able to obtain and maintain the approprie security clearance of the position. Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission
MILITARY COMPATIBILITY
Upon selection, individuals will undergo a background check to valide suitability for employment with the federal government as permitted by law, regulion, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Experience refers to paid and unpaid experience, including volunteer work done through Nional Service programs (e.g., Peace Corps, AmeriCorps) and other organizions (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS

Basic Requirements:
Experience, educion, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specificions, using test instruments, making computions, and keeping records. Experience using computer and automion systems.
Specialized Experience:
Experience, educion or training applying commonly used equipment, facility, or service principles and concepts sufficient to obtain on-the-job experience with equipment, facilities, or services. Experience performing highly structured assignments under strictly controlled situions. GS-11 - 1-year specialized experience to least the next lower grade th provided experience in applying principles, concepts, and methods of equipment, facility, or service operions sufficient in planning assignments. Experience using well-established occupional methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restorion, repair needs, etc. Experience in determinion of resource needs, allocion of resources, and budgeting/funding needs. Experience in human resources management policy mters affecting the entire organizion, with personnel actions affecting key employees to include experience coordining work forces and resources and negotiing with management or clients concerning problems.
For Supervisory Positions:
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Educion
