Serves as a member of the District's Executive Team with the Superintendent. Conducts quarterly meetings with administrators and school leaders for budget planning, budget forecasting, and implementation of the Superintendent's and Board of Education's Financial short and long-term Plan. Collaborate with the Assistant Superintendents for Curriculum and Instruction, Human Resources, Special Education and Related Services, and Technology and Innovation to plan and implement the district's strategic plan and goals. Prepares the business and operations section of the agenda for meetings of the Board of Education.
JOB GOAL
To create a service-oriented approach to supporting students, staff, and families in an efficient and fiscally responsible manner. As a member of the senior level Cabinet, assist the Superintendent substantially and effectively in overseeing all financial, accounting, facilities, food services, security, safety, and transportation operations. while supporting the educational program in a fiscally prudent manner with a long-term fiscal plan that is in the best interest of students.
PERFORMANCE RESPONSIBILITIES
Financial :
Allocate resources aligned to District's vision, mission and strategic goals, serving the primary interest of students' needs, achievement and success. Budget development and planning with administrators and school leaders. Board of Education presentations, updates of fund balance projections and preparing monthly reports on financial positions Prepare the budget and back-up information for review by the Board and Superintendent Develop short and long-term fiscal planning and projections Implement budgetary and capital expenditure controls Estimate and secure all revenues due to the school district, investigate and be aware of all revenue sources. Develop and implement an investment program to maximize earnings from available interest and cash throughout and at the end of the fiscal year. Budget Negotiations with
Bargaining Units and Implementation :
Participate as a member of the district's negotiating team with all bargaining units. Develop cost analysis of all unit proposals and district proposals. Contract administration with all bargaining units.
Administration :
Develop and recommend to the Superintendent guidelines for administering the following programs: Retirement Plans Social Security Health Insurance Dental Insurance Life Insurance Workers' Compensation Retirement Incentive Benefits Unemployment Insurance Recommend to the Superintendent needed insurance coverage for the district Review all insurance claims against the district and inform the Superintendent Monitor justification for charges Seek competitive and alternative insurance sources as necessary Solicit competitive quotes, where applicable, to provide negotiated benefits
Facilities :
18.Supervise the Director of Facilities who directs all building maintenance and grounds maintenance operations. 19. Coordinate and oversee all capital and facilities projects and expenditures. 20. Recommend and develop contracts to Superintendent for all consultants, architects, and engineers (with district counsel) 21. Review and provide input for recommendations of requests for building improvements, renovations, and alterations, with the assistance of the Director of Facilities 22. Administer building utilization by outside groups 23. Develop annual and long-range facility needs
Food Service :
Supervise Food Service Management and improve food services for students.
Transportation :
25. Supervise the Coordinator of Transportation 26. Oversee the operation of the school transportation program, in cooperation with the Superintendent, Coordinator of School Transportation and Building Principals, provide accurate information as a basis for formulating policies and decisions
Audits :
27. Coordinate and supervise all audits (e.g. annual, internal, claims, Office of State Comptroller, or other) and preparing necessary responses and corrective action plans to governmental agencies. 28. Facilitate the Audit & Finance Committee with the Board of Education Chairperson(s).
Accounting :
29.Responsible for proper internal controls and segregation of duties 30. Oversee all accounting operations including receivables, payables, payroll, general ledger, and internal control procedures. 31. Develop cash flow annually 32. Establish borrowing needs 33. Monitor current market conditions 34. Develop full disclosure statements 35. Establish investment plan annually and review it monthly
Purchasing :
Purchasing including all bidding requirements and Requests for Proposals (RFPs)
General:
37. Current on and responsible for all applicable laws, regulations, and BOE policies and relative updates 38. Attends all Board Meetings and prepares such reports for the Board of Education as the Superintendent may request 39.
