DEFINITION
To supervise, assign and review the work of staff responsible for the construction, installation and maintenance of traffic control devices; to oversee and participate in traffic maintenance operations and related field activities; and to perform technical, operational and administrative duties relative to assigned areas of responsibility. Employees in this classification exercise independent judgment in supervision, personnel coordination, traffic maintenance operations, project assignments and operational planning. Employees are expected to adhere to all City policies, procedures, guidelines and operational standards and serve as a role model in their application.
DISTINGUISHING CHARACTERISTICS
This is the supervisory-level classification within the Traffic Engineering Division. Employees at this level are responsible for supervising field personnel and coordinating traffic maintenance operations related to traffic control devices, signals, signs and pavement markings. Employees exercise independent judgment in operational planning, staff supervision and traffic maintenance activities.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Traffic Engineering Manager, Development Services Director and upper management. Exercises direct supervision over field employees and technical staff.
ESSENTIAL FUNCTION STATEMENTS
Essential responsibilities and duties may include, but are not limited to, the following: Plan, prioritize, assign, supervise and review the work of staff responsible for the construction, installation and maintenance of traffic control devices. Recommend and assist with implementation of operational goals, objectives, policies and procedures. Establish schedules and methods for providing traffic maintenance services including traffic signals, signs and pavement markings; identify resource needs and allocate resources accordingly. Participate in selection, training, supervision and evaluation of assigned personnel; coordinate employee development and corrective action procedures as necessary. Participate in preparation and administration of the Traffic Engineering budget; submit recommendations and monitor expenditures. Prepare analytical, statistical and operational reports related to traffic maintenance activities and division operations. Estimate labor, materials and equipment required for assigned projects and operational activities; requisition materials and supplies as necessary. Coordinate and oversee installation, repair and maintenance of traffic control devices and related infrastructure. Monitor operational activities and inspect completed work to ensure compliance with applicable standards, specifications and safety procedures. Attend professional meetings and training activities related to traffic engineering and traffic maintenance operations. Maintain acceptable attendance and the ability to work effectively with others. Any specific requirements stated in the "offer of employment letter." Safety for oneself and others is a primary responsibility of every employee. Perform related duties and responsibilities as required.
QUALIFICATIONS
Principles, Practices and Knowledge of:
Operations, services and activities of a traffic maintenance program. Principles of supervision, training and performance evaluation. Modern principles and practices of traffic sign, signal and pavement marking maintenance. Applicable federal, state and local laws, regulations and operational procedures including the Manual on Uniform Traffic Control Devices. Methods, materials, tools and equipment used in traffic maintenance operations. Occupational hazards and standard safety practices related to traffic maintenance activities.
Operational Skills and Core Competencies:
Supervise, organize and review the work of assigned personnel. Select, supervise, train and evaluate staff. Interpret and explain City policies and procedures. Prepare clear and concise operational and administrative reports. Communicate clearly and effectively, both orally and in writing. Establish and maintain effective working relationships with employees, City officials and the public. Operate assigned traffic maintenance equipment, vehicles and tools safely and effectively. Analyze operational needs and coordinate traffic maintenance activities efficiently. Exercise sound judgment and decision-making abilities in operational and personnel matters.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of education, training and experience that demonstrates the required qualifications for this position may be considered qualifying. A typical way to obtain the required qualifications would be:
Experience:
Four years of increasingly responsible experience in traffic maintenance or traffic engineering operations including one year of supervisory or lead responsibility.
Education and Training:
High school diploma, GED or equivalent required supplemented by coursework or specialized training in traffic control construction, installation, maintenance, electrical systems or a related field.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Environmental Conditions:
Field environment working around traffic, machinery, vehicles, construction sites and varying weather conditions.
Functional Requirements:
Maintain functional capabilities necessary to perform assigned duties including: Sitting, standing, walking, kneeling or bending for extended periods of time. Lifting, carrying and operating assigned equipment and materials. Operating traffic maintenance equipment, vehicles and tools. Working outdoors in varying weather and traffic conditions. Communicating effectively with others. Reading, writing and interpreting operational and technical information. Observing and responding to operational and safety conditions. Exercising sound judgment and decision-making abilities.
LICENSE OR CERTIFICATE
Possession of a valid driver's license required.
