MESA GENERAL PURPOSE
Plans, directs, and oversees the day-to-day and emergency operations of the City of Allentown Bureau of Streets. Responsible for the safe, efficient, and cost-effective maintenance of City streets, alleys, and related infrastructure, including street repair, street cleaning, leaf collection, snow and ice control, and storm response. Provides leadership to supervisory and field staff; manages budgets, contracts, equipment, materials, and work programs; coordinates with other City departments and outside agencies as needed; and ensures work is completed safely and in accordance with applicable policies, labor agreements, laws, regulations, and accepted public works practices.
SUPERVISION RECEIVED
Works under the general supervision of the Public Works Director and/or designee.
SUPERVISION EXERCISED
Exercises direct and indirect supervision over Streets Bureau supervisors, equipment operators, maintenance workers, laborers, and other employees assigned to Streets Bureau operations. Provides direction to contractors and coordinates work with other City personnel as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
"This is a bureau manager's position requiring a person capable of demonstrating excellent administrative and organizational skills, judgment, planning, and the ability to communicate effectively orally and in writing "The position requires 24/7 - 365 availability for emergencies related to public safety and emergency management protocols related to street and storm maintenance. "Plans, organizes, directs, and evaluates street maintenance and repair, pothole repair, street cleaning, leaf collection, snow and ice control, and emergency storm response. "Develops annual and seasonal work plans and establishes priorities based on roadway conditions, public safety, staffing, equipment, materials, budget, and operational needs. "Directs subordinate supervisors and union work crews; plans and assigns work, monitors productivity and quality, evaluates completed and ongoing work, and adjusts resources as conditions require and must coordinate the use of available equipment, materials, and manpower to obtain maximum effectiveness and economy "Leads snow and ice events and other emergencies, coordinating staffing, equipment, materials, routes, contractor support, and interdepartmental response. Maintains availability outside normal working hours when required. "Coordinates the readiness, maintenance, and replacement needs of Streets Bureau vehicles and equipment with Fleet and appropriate City staff. "Prepares, administers, and monitors operating and capital budgets; reviews expenditures, forecasts needs, and develops supporting information for budget requests. "Maintains operational records and prepares reports on work activities, staffing, materials, equipment use, costs, service requests, and performance measures. "Uses work-order systems and available data to evaluate workload, productivity, response times, recurring issues, and opportunities to improve service delivery. "Prepares and reviews specifications, scopes of work, bid documents, purchase requests, and other procurement documents for materials, supplies, equipment, and contracted services. "Ensures compliance with City policies and procedures, collective bargaining agreements, applicable laws and regulations, and established safety practices. "Promotes a strong safety culture, including employee training, required personal protective equipment, safe work practices, and prompt correction of unsafe conditions. "Assists with employee selection, onboarding, training, coaching, performance management, discipline, and development in coordination with the Public Works Director and Human Resources. "Identifies training and succession-planning needs and develops supervisors and employees for increased responsibility. "Coordinates with Engineering, Traffic, Parks, Recycling and Solid Waste, Fleet, Police, Fire, Emergency Management, utilities, PennDOT, Lehigh County Authority, contractors, and other partners as needed. "Responds to service requests, complaints, and concerns from residents, elected officials, businesses, and other City departments; conducts field inspections and ensures appropriate follow-up. "Attends meetings with the Mayor's Office, City Council, neighborhood groups, contractors, utilities, and other stakeholders as requested and provides operational updates and recommendations. "Supports special events, emergency road closures, major construction activities, and other City operations requiring Streets Bureau personnel or equipment. "Evaluates roadway conditions and recommends maintenance, paving, equipment, staffing, and capital priorities to the Public Works Director. "Performs related duties and special assignments as required.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
"High school diploma or equivalent is required. "Associate's or bachelor's degree in public administration, construction management, civil engineering technology, business administration, or a related field is preferred. "Minimum of six (6) years of progressively responsible experience in street maintenance, roadway construction, municipal public works, heavy equipment operations, storm drain or a closely related field, including at least three of those (3) years in a supervisory or management capacity. "An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. "Experience supervising union employees and managing municipal snow and ice operations is preferred.
Necessary Knowledge, Skills and Abilities:
"Thorough knowledge of street maintenance and repair methods, storm water maintenance, snow and ice control, street cleaning, construction materials, heavy equipment, and safe work practices. "Ability to plan, organize, prioritize, assign, and evaluate the work of multiple crews and supervisors. "Ability to manage emergency operations and make sound decisions under changing conditions, including nights, weekends, holidays, and severe weather. "Knowledge of budgeting, purchasing, contract administration, inventory control, and basic cost analysis. "Ability to read and interpret plans, sketches, blueprints, specifications, maps, work orders, and technical documents. "Proficiency with Microsoft Word, Excel, Outlook, and related work-order, asset-management, or database systems. "Ability to analyze operational data, prepare reports, track performance measures, and communicate recommendations. "Strong leadership, supervisory, organizational, problem-solving, conflict-resolution, and communication skills. "Ability to establish effective working relationships and provide professional, responsive customer service. "Working knowledge of workplace safety, Right-to-Know requirements, traffic-control practices, and regulations relevant to municipal street operations.
SPECIAL REQUIREMENTS
"Possession of a valid driver's license is required. "Possession of a valid Class A Commercial Driver's License (CDL) with Tanker endorsement is required "Must be able to respond to emergencies and operational needs outside normal working hours, including snow, ice, storm, and other public-safety-related events. "Must maintain licenses, certifications, and training required by the City for the position.
TOOLS AND EQUIPMENT USED
Regular use of computers, mobile devices, telephones, two-way radios, printers/scanners, City vehicles, plans, maps, work-order and asset-management systems, and other office and field equipment. May occasionally operate or demonstrate Streets Bureau vehicles, equipment, and tools when qualified and authorized.

WORK ENVIRONMENT
Work is performed in both office and field environments and may occur in all weather conditions. The employee may work near moving mechanical parts and heavy equipment and may be exposed to wet or humid conditions, vibration, fumes or airborne particles, toxic or caustic chemicals, electrical hazards, hot materials, uneven terrain, and elevated or otherwise hazardous locations. Appropriate personal protective equipment and safety procedures are required. Noise levels range from quiet office conditions to loud field and equipment environments.
