The Opportunity Great Operations Don't Happen by Accident. Horizon Group Properties develops, owns, and operates outlet shopping centers where the details matter. Behind every successful property is a team that keeps the facility safe, efficient, functional, and operating at a high standard. We're looking for an Operations Manager in Laredo, Texas who takes ownership and knows how to get things done right. This is a hands-on leadership role for someone who enjoys solving problems, managing complex building systems, and holding people and processes to a high standard. You'll oversee the day-to-day operations of the property while working closely with the General Manager and corporate team to ensure repairs, maintenance, safety, and projects are handled efficiently, accurately, and correctly. Coaching, training, and developing others should be part of your leadership approach. You are comfortable operating within established guidelines and a defined span of control. The ideal candidate builds trust, demonstrates a strong sense of urgency, consistently meets quality standards, and makes sound decisions that support company guidelines. What You'll Do Supervise and coordinate the daily activities of maintenance personnel, cleaning/housekeeping teams, parking staff, and third-party contractors. Inspect the property, identify and document deficiencies, assign work, and inspect completed work for quality and compliance with standards. Plan, schedule, and oversee preventive and corrective maintenance for HVAC, electrical, plumbing, lighting, roofing, fire/life-safety, and other building systems. Solicit bids and review contractor proposals and pricing to verify scope, accuracy, and fair market value. Inspect completed contractor work to ensure quality standards are met before approving payment. Keep the General Manager informed of maintenance issues, repairs, projects, and completion status. Train, coach, and develop new and existing Operations employees. Schedule maintenance personnel with General Manager approval. Manage maintenance supplies, equipment, and asset inventories while staying within established budgets. Maintain required maintenance records, including HVAC documentation and Safety Data Sheets (SDS/MSDS). Conduct quarterly site reviews to reinforce Horizon Corporate standards. Promote teamwork, employee morale, accountability, and a positive working environment. Coach employees through performance issues and complete performance evaluations with General Manager approval. Maintain a strong safety culture and thorough knowledge of emergency procedures. Perform other duties and projects as assigned by the General Manager or Corporate team. What You Bring Education College degree preferred, or an equivalent combination of education and relevant experience. Experience Previous experience in facilities, building, or maintenance operations. Previous management experience preferred. Two or more years of operations management experience preferred. Technical & Leadership Skills Strong mechanical and construction knowledge. Working knowledge of HVAC, electrical, plumbing, roofing, lighting, fire/life-safety, and general construction. Ability to evaluate maintenance issues and review contractor scopes, proposals, and pricing. Strong interpersonal, organizational, and written/verbal communication skills. Ability to take ownership, delegate effectively, and maintain high standards. Computer proficiency, including Microsoft Word and Excel. Bilingual English/Spanish required. Physical Requirements Must be trained and physically capable of safely operating heavy equipment, including boom lifts and scissor lifts. Must be able to safely climb ladders, access roof hatches, and walk flat roofing systems to inspect HVAC equipment and drainage systems. Flexible Spending Account Paid Time Off Schedule:
Full-time, on-site in Laredo, Texas, with availability to respond to property maintenance and operational needs as required. Operations Manager is on call, after hours and on weekends, for property maintenance and operational needs.
