Description Performs responsible supervisory, technical, administrative work in the construction, repair, operation, and maintenance activities for the Department of Public Utilities; provides technical direction and field supervision for all operational, maintenance, and construction activities of water and sewer infrastructure as assigned; coordinates resources and ensures efficient, safe, and compliant repair operations; performs other duties as assigned. Essential Functions Performs and supervises the operation, maintenance, repair, and construction of public water distribution and wastewater collection infrastructure, utility easement restoration, and associated facilities. Oversees routine and preventive maintenance activities, including water main flushing, valve exercising, fire hydrant inspection and maintenance, vegetation management, and related utility system operations. Performs other related duties as assigned. Ensures maintenance and repair activities are performed in accordance with applicable OSHA regulations, Virginia utility safety requirements, County policies, and established standard operating procedures. Reports to the Utilities Construction Manager and supervises assigned utility personnel. Oversees installation and repair of water and sewer services and meter setters while ensuring compliance with standards and speci?cations. Provides direction and technical assistance for repair efforts on water lines ranging from 1/2"to 10",gravity sewer lines ranging from 4 to 12", and force mains ranging from 1-1/4" to 4". Provides direction and technical assistance for repair efforts on water valves, hydrants, saddles, fittings, sewer valves, sewer cleanouts and low-pressure force mains. Confers with the Construction and Operational Managers to resolve ?eld problems and operational issues. Coordinates with outside contractors on extensive repair efforts. Utilizes a GIS mapping system to identify and locate water and sewer infrastructure. Contacts Miss Utility service prior to commencing repair efforts. Uses CCTV equipment to determine issues within the sewer system. Safely and efficiently operates, maneuvers and manipulates a wide variety of hand, power, pneumatic, hydraulic gas and electric tools and equipment specific to assigned tasks with a consistently high degree of proficiency and with constant attention to safety of operation to prevent accidents and damage. Consistently demonstrates the highest degree of proficiency and skills in the operation, maneuvering and manipulation of vehicles and equipment to, from and on the job site as needed, typically with a greater consequence of error in the form of mistakes and damage to property and equipment or negative impact to the public's safety. Orders and arranges delivery of materials, supplies, and equipment to work sites; monitors equipment and material inventory and usage. Maintains accurate records and prepares required documentation for reports in awork order management system. Develops, implements, and maintains Standard Operating Procedures (SOPs) for the safe, efficient, and compliant operation and maintenance of public utility infrastructure and equipment. Reviews utility as-built plans to determine scope for water and sewer repairs. Evaluates equipment and operational methods; researches and recommends new methods and equipment to improve efficiency and productivity. Ensures proper care and maintenance of equipment; veri?es repairs and operational readiness. Communicates repair efforts in a timely, thorough, and periodic fashion by telephone and email. Plans and directs 24-hour emergency repair services for water distribution and sewer collection systems. Trains, evaluates, and provides feedback to subordinate personnel; ensures adherence to safety and operational standards. Responds to requests and complaints from the public regarding division activities; provides timely resolutions. Establishes and monitors preventive maintenance schedules for machinery, controls, and equipment; performs minor repairs as needed. Assists in research and preparation of the budget for assigned unit or division; monitors expenditures. Requires the ability to work a flexible schedule, overtime or on-call rotationas assigned. Performs other duties as assigned. Knowledge, Skills and Abilities Knowledge of mathematics and engineering principles applicable to the operation, maintenance, and repair of public water distribution and waste water collection systems. Considerable knowledge of water and sewer systems, pumping equipment, electric motors. Ability to supervise during active utility repair operations and ensure compliance with safety and operational standards. Ability to read and interpret blueprints, diagrams, sketches, and construction plans. Ability to use and instruct others in the use of standard tools and equipment. Knowledge of the occupational hazards and safety precautions of the work. Ability to establish and maintain effective working relationships with other personnel and the public. Ability to communicate effectively with supervisors and coworkers. Ability to accurately read meters and gauges. Ability to keep accurate records and utilize a work order management system. Ability to carry out general procedures as directed by management. Ability to work independently. Ability to use standard tools used in the assigned area. Education, Experience and Training High school diploma required; college coursework in engineering or construction trade preferred. Four (4) years of increasingly responsible work experience in utility repair and operations, including two (2) years of supervisory experience. Maintains required certifications as they pertain to safety and equipment operation. A Valid State of Virginia Driver's License with a driving record that meets HR Policy requirements. A valid Virginia Commercial Driver's License (CDL) class A with endorsements and without restrictions is preferred but not required. A Commercial (Not for Hire) Pesticide Applicator's License preferred but not required Forklift Operator license preferred but not required.

OTHER REQUIREMENTS

(License, Certifications, Training, etc.): The selected candidate shall obtain the following training and qualifications within eighteen (18) months of hire and maintain them throughout employment, unless otherwise specified. Employees shall complete applicable safety training prior to supervising or performing work requiring such qualifications. Successful completion of all required NIMS courses. Successful completion of the VA811 Basic C.A.R.E Module Successful completion of an approved 30-Hour OSHA training course. Successful completion of an approved CPR, First Aid, and AED training course. Must possess the knowledge, training, and experience necessary to be designated as a Competent Person for Excavation and Trenching in accordance with

OSHA 29 CFR 1926

Subpart P. Must successfully complete employer-approved Permit-Required Confined Space Entry training and be qualified to serve as an Entry Supervisor in accordance with

OSHA 29 CFR 1910.146.

Must successfully complete Virginia Work Zone Traffic Control training appropriate for assigned duties.

PHYSICAL DEMANDS

This position requires the ability to perform medium to heavy physical work, including exerting up to 50 pounds of force frequently and up to 100 pounds occasionally to move, lift, carry, push, or pull objects. The employee may be required to stand, walk, climb, bend, stoop, kneel, reach, crawl, and work in confined or uneven areas. Duties may include accessing utility structures, inspecting active work sites, operating tools and equipment, and assisting with emergency repair activities. As part of employment with Goochland County, all employees are required to complete Emergency preparedness and incident management training courses as directed or requested.
