Rates vary by role — $28-$43 About the project JSAN Consulting is building out a project team to support a fiber and utility infrastructure asset inventory program. We're hiring across seven roles spanning field survey, splicing, GIS/mapping, data systems, quality review, and safety — from crew-level field positions to senior project leadership. This is a contract opportunity supporting a municipal infrastructure program.. Please review the roles below and apply indicating which position(s) match your background and experience. Project Manager — On-site/hybrid, Tulsa or surrounding area Own overall project planning, execution, resource management, schedule, budget, risk management, quality, and client coordination; lead communication with stakeholders and ensure timely delivery of all project requirements. Bachelor's in Civil Engineering, Telecommunications, GIS, Geomatics, or related field 8+ years in telecom, fiber, GIS, or utility infrastructure projects, including municipal/public-sector work PMP preferred Strong project leadership, client management, reporting, risk management, and fiber/utility inventory project experience 2. Fiber Field Survey Lead — On-site, Tulsa or Surrounding area. Lead field crews conducting aerial and underground fiber asset inventory and verification; identify and document fiber routes, poles, handholes, cabinets, conduits, vaults, and related infrastructure, and validate existing records. Bachelor's/Associate degree in Telecommunications, Civil Engineering, Surveying, Geomatics, or related field 5+ years in OSP fiber field survey, network inventory, or utility infrastructure OSP/fiber training, OSHA/work-zone safety certifications preferred Strong knowledge of aerial/underground fiber infrastructure, field survey methods, GPS/mobile GIS, asset identification, and field documentation 3. Splicing Technician(s) — On-site, Tulsa or Surrounding area (field) Verify fiber cables, splice closures, terminals, panels, and connectivity; support fiber identification, testing, documentation, field verification, and as-built updates. Technical diploma/Associate degree in Fiber Optics, Telecommunications, Electronics, or related field 3+ years in fiber splicing, testing, and OSP network documentation Fiber optic/fusion-splicing certification; OTDR testing and confined-space training preferred Fusion splicing, OTDR/power-meter testing, fiber identification, troubleshooting, splice documentation 4. GIS / Mapping Lead — Hybrid or remote considered Lead GIS data development and mapping activities, including processing field survey data, spatial validation, topology checks, asset attribution, and preparation of GIS-ready deliverables. Bachelor's in GIS, Geomatics, Geography, Computer Science, or related field 5+ years in telecom GIS, utility GIS, or infrastructure mapping Esri/ArcGIS certification and GISP preferred ArcGIS/ArcGIS Pro, geodatabases, GPS/mobile GIS, fiber network mapping, spatial analysis, ESRI deliverables 5.

Lucity / Data

Systems Specialist — Hybrid or remote considered Manage and update asset information in Lucity or equivalent asset-management systems; integrate field-verified assets with existing records and maintain asset IDs, attributes, relationships, and documentation. Bachelor's in Civil Engineering, Telecommunications, GIS, Geomatics, or related field 5+ years in fiber, GIS, utility inventory, or infrastructure QA/QC Relevant QA/QC, GIS, or fiber certifications preferred OSP infrastructure knowledge, GIS data validation, field-data verification, documentation review, strong attention to detail 7. Health & Safety Officer — On-site, Tulsa (field) Manage field safety requirements, conduct safety briefings, monitor compliance with OSHA and work-zone requirements, and ensure proper PPE, traffic control, and utility-field safety practices.
