We are seeking a knowledgeable and detail-oriented Outside Plant (OSP) Broadband and Telecom Specialist to protect the public rights-of-way (ROW) and oversee the rapid expansion of fiber-optic and broadband infrastructure. In this role, you will be lead technical expert in the field—auditing franchised cable TV operators, inspecting commercial telecom construction, enforcing NESC safety standards, and ensuring broadband deployments meet county and grant specifications. Key Responsibilities Inspect aerial pole attachments, underground conduit, fiber vaults, and utility restorations within rights-of-way. Monitor cable TV and internet service providers for compliance with franchise agreements and customer service construction standards. Review OSP engineering plans, joint-use make-ready requests, and ROW permit applications. Respond to and resolve resident inquiries and complaints regarding damaged property, hanging lines, or unburied cable drops. Validate technical build milestones and test reports (OTDR, optical power) for county-sponsored broadband expansion grants. Must use your own vehicle for all travel throughout the county.

Minimum Qualifications Experience:

At least 5-7 years of hands-on experience in telecommunications/CATV outside plant construction, fiber-optic splicing/testing, make-ready engineering, or utility ROW compliance.

Education:

Associate degree in telecommunications, engineering technology, or related discipline (or equivalent experience).

Driver's License:

Valid Driver's License with a clean driving record.

Preferred Credentials:

SCTE (BDS/BFS), FOA (CFOT/CFOS), OSHA-10/30, or ATSSA Work Zone certification.
