AFSCME Position Summary Under supervision, the Maintenance Operator I performs entry/trainee level labor and maintenance tasks for streets, right-of-way, stormwater drainage facilities, parks, open spaces, and City-owned buildings. Duties include basic repair, minor construction equipment operation (as certifications allow), and general support across Public Works Operations. Work is performed as part of crews or individually, depending on assignment. Level of Authority This is the entry level classification in the Public Works Operations Division. Work is performed under close supervision with regular guidance. Employees primarily operate as part of small crews and occasionally work independently on clearly defined tasks. Essential Duties and Responsibilities Perform qualifying tasks associated with training and learning and assisting in the construction, maintenance, and repair of City streets, sidewalks, and storm drainage systems.
  • Participate in semi-skilled interior building maintenance, including basic plumbing, carpentry, and comparable trade work.
Clean, inspect and perform safety checks in City parks. Participate in daily inspections and preventive maintenance on assigned equipment; report defects or maintenance needs repairs to a supervisor. Assist in the operation of City equipment, dependent on certifications and demonstrated proficiency (including tractors, mowers, trucks, backhoes, dump trucks, excavators, man-lifts, street sweepers, small snowplows, Vactor trucks, and other small equipment).
  • Participates in infrastructure work including clearing, grading, drainage, foundation work, and minor installations of equipment.
Perform snow and ice control, including plowing and sanding. Assist with underground utility locating for City systems as needed. Support construction, maintenance, and repair of stormwater systems; and other utility systems; assist with hauling materials to and from quarry and dump sites. Participate in cleaning, inspection, monitoring, and maintenance of manholes, vaults, and catch basins. Assist with maintenance of stormwater pump stations, including wet wells, pumps, valves, piping, and control systems. Participates in maintaining streetlights, guardrails, signs, striping, and other traffic control devices. Set up and remove temporary traffic control devices in accordance with flagger requirements. Install and remove holiday decorations as assigned. Respond to emergency situations, including floods, windstorms, and snowstorms.
  • Perform all duties in compliance with safety and health standards, (OSHA, WISHA, L&I), as well as City policies.
  • Perform short-term duties in other divisions when required.
  • Maintain availability for contact by the City to greatest extent practicable. Qualifications Knowledge and Skills
  • Entry-level knowledge of methods, equipment and procedures used in the Public Works Operations.
  • Basic skill in the safe use of tools and equipment required for assigned tasks.
  • Adhere schedules, work reliably, and demonstrate initiative. Abilities
  • Learn and carry out the essential functions of the position with supervision and technical guidance.
  • Assist in diagnosing operational problems and contribute to solutions.
  • Follow City processes and procedures while performing maintenance tasks.
  • Use basic computer software and applications at an entry level.
  • Interpret drawings, utility maps, equipment instructions, and maintenance manuals at an entry level.
  • Maintain accurate and detailed logs and work records.
  • Work cooperatively and effectively within a team environment.
  • Provide excellent customer service consistent with City philosophy.
  • Respond to emergency situations outside normal working hours. Education and Experience
  • High school diploma or GED; and,
  • Two (2) years of experience in construction or a related field such as Public Works operations. Licenses and Certificates
  • Valid Washington State Driver's license with Class B CDL and Air Brake Endorsement, or the ability to obtain one within six months.
  • Valid First Aid and CPR cards or ability to obtain within six months.
  • Valid Washington State Traffic Control Flagger license or ability to obtain one within six months.
  • Certified Erosion & Sedimentation Control Lead (CESCL) certified or the ability to obtain within six months.
  • ICS 100, 200, 700a, 800b within 6 months. Other Licenses which are Desired and may be Required.
  • Pesticide Certification.
  • BNSF Safety Certification. Physical Abilities
  • Stand, walk, and manipulate (lift, carry, move) light to medium weights of up to 50 pounds infrequently.
  • Stoop, kneel, and crouch to handle materials and objects.
  • Perform full arm extension and overhead movement.
  • Demonstrate sufficient hand-eye coordination, dexterity, and visual acuity to operate equipment and read technical and safety information. Working Conditions
  • Work is performed primarily outdoors in varied weather conditions.
  • Occasional exposure to moving mechanical parts, wet/humid conditions, vibration, fumes, airborne particles, and chemicals.
  • Noise levels range from moderately loud (field) to moderately quiet (office).
