Competitive Position Purpose Direct the technical professionals of the Site Emergency Preparedness (EP) organization which provides technical direction and support the site staffs in managing the development, maintenance, and implementation of the site-specific portions of the Nuclear Power Group's (NPG) Radiological Emergency Plan and site Emergency Plan. Responsible for implementing Procedures, site response organization, facilities, and communications programs, etc., to meet NRC Federal regulations for maintaining an operating license and to provide protective measures to ensure the health and safety of TVA employees and the general public in the event of an accident at a NPG facility. Job Dimensions Supervisory Responsibility — Multiple CO-schedule employees, M&S Principal Accountabilities Manage the activities, personnel, and budget of the site EP staff and response organizations. Manage the development, maintenance, and implementation of the site-specific portion of the NPG Radiological Emergency Plan (REP), and site-specific Emergency Plan Implementing Procedures (EPIP) in accordance with regulations and REP program requirements. This includes regulatory licensing activities. Ensure that all site-specific emergency preparedness programs are adequately implemented including offsite coordination of site programs with various County, City, State personnel. Ensure that other plant procedures and instructions adequately implement EP program requirements. Manage the development and implementation of an effective EP training program for onsite emergency response personnel. Manage the development and execution of an onsite EP drill program including the development of necessary scenarios. Ensure appropriate site resources are provided to support EP exercise scenario preparation and implementation. Manage the development and maintenance of the onsite emergency response facilities and emergency equipment maintenance and testing programs. Maintain adequate staffing assignments for all designated site emergency response positions. Implement corrective actions to resolve items identified by NRC, INPO, or QA program audits of the onsite EP program. Assess implementation of the emergency preparedness program and recommend actions to improve performance. Serve as a member of the onsite emergency response organization and supports other sites drills, scenario development, etc., REP activities. Serves as TVA representative on the local emergency planning committee made up of local government, emergency management, and industry representatives. Responsible for succession planning and workforce planning. Responsible of oversight of Beyond Design Basis site programs (SAMG, EDMG, FLEX). Minimum Requirements Education•B.S. degree in an engineering, scientific discipline, or equivalent Experience•Four years of experience, with degree, eight years of experience with equivalent education, training and experience, in the areas of nuclear plant design, construction, operations, maintenance, or operations support, including two years of experience in EP, and two years of progressively responsible expertise in managing people and programs; or documented evidence of equivalent demonstrated knowledge, skills, and abilities. Certification/License, etc — Current or previous SRO license or Instructor Certification preferred. Knowledge/Skills/Abilities — A broad knowledge of operation, maintenance, radcon/chemistry security and work control programs is required to be effective in this position. A strong working knowledge of nuclear systems/operability is required in order to manage the development of drill scenarios used in the annual drills and exercises graded by the NRC, FEMA, TEMA, etc., and in order to write an effective REP program, implementing procedures and associated response actions. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
