This position focuses primarily on the operation and maintenance of the Village's drinking water system. The job duties of the Chief Utility Operator include but are not limited to perform a variety of routine and semi-skilled tasks in the operation, repair, maintenance and construction of the Village's drinking water treatment , storage, and distribution infrastructure ; to provide direction and assistance to the Village's other Utilities Division operations and maintenance personnel in the performance of various tasks, as required; and to provide responsive, courteous and efficient service to Village residents and the general public.
ESSENTIAL FUNCTIONS
The duties described below are indicative of what the Chief Utility Operator might be asked to perform. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned: Assist the Public Works Superintendent of Utilities in coordinating the day-to-day operations and maintenance of the Village's drinking water system. Create work plans, make process control decisions and adjustments to the water system. Responsible for the accurate and timely preparation and submittal of all IEPA monthly, quarterly and annual water operating reports. Fulfill all required IEPA sampling in a timely manner . Oversee and participate in the repair of watermain breaks, leaks, force main breaks, and other emergency utility infrastructure failures, including after-hours response as required . Ensure that the proper operating and maintenance records are maintained for all water facilities including the installation, operation and maintenance of all structures and equipment. Make recommendations regarding required capital improvements along with recommendations for expense budgeting for the water system; assist in projecting need for equipment, materials and supplies. Work with Public Works Superintendent of Utilities in the preparation of specifications for machinery, equipment and contractor services. Assist in the development and implementation of a safety program. Review invoices and delivery tickets to ensure accuracy of payments.
QUALIFICATION REQUIREMENTS

EDUCATION AND/OR EXPERIENCE
High school diploma or GED equivalent. Additional specialized training, trade or technical training is desired. Associate's degree preferred. Minimum of five (5) years experience in relevant public works or water utilities or trade s position, or equivalent combination of education and experience which provides necessary knowledge, skills, and abilities may be considered. A valid commercial driver's license (CDL) in the State of Illinois. Class 'B' or higher Public Water Supply Operator certification in Illinois required .
SUPERVISORY EXPERIENCE
Participate in personnel selection , supervise, train, motivate and evaluate personnel; provide or coordinate employee training; work with employees to correct deficiencies. Plan, direct, coordinate, and review the work plan for plant operations; meet with team to identify and resolve problems. Ability to enforce workplace policies and procedures, including issuing disciplinary actions. Assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
SKILLS AND ABILITIES
Ability to maintain a professional demeanor when dealing with the public. Ability to understand and ensure compliance with all regulatory requirements regarding the water system. Ability to work independently. Ability to identify workplace hazards and report said hazards to supervisor. Ability to follow Village-wide and departmental safety rules. Ability to comprehend , retain and apply Village, State, and Federal policies and legislation, i.e. Village ordinances, procedure manuals, etc.

Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.
Work Environment:
Works in both an office setting as well as in outside weather conditions. Rotating weekend hours may be required to perform system checks and ensure continuous monitoring of the water system seven days a week. Holiday, early morning, and/or night work may also be required at times.
