POSITION SUMMARY
The DPW Supervisor Assistant is a full-time working position within the Village of Kent City Department of Public Works. The position performs a wide variety of skilled and semi-skilled duties related to the operation, maintenance, repair, and improvement of Village streets, sewer facilities, parks, buildings, equipment, and other public infrastructure. This position will work directly under the DPW Supervisor and is intended to provide progressive, hands-on training in all aspects of Department of Public Works operations. The successful candidate will be expected to develop the knowledge, licenses, technical skills, leadership abilities, and familiarity with Village infrastructure necessary to assume increasing responsibility within the department and, ultimately, be prepared to transition into the position of DPW Supervisor upon the current Supervisor's retirement or departure. The DPW Supervisor Assistant is expected to work independently when assigned, exercise sound judgment, provide direction to other DPW employees when delegated by the DPW Supervisor, and represent the Village professionally when interacting with residents, contractors, engineers, and other governmental agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include, but are not limited to: Perform routine maintenance, repair, and improvement of Village streets, sidewalks, storm drainage systems, parks, public grounds, buildings, signs, equipment, and other Village property. Assist with snow and ice removal, salting, sidewalk clearing, leaf collection, brush removal, mowing, trimming, tree maintenance, and other seasonal operations. Operate Village vehicles, tractors, loaders, mowers, snow removal equipment, power tools, and other equipment necessary for DPW operations. Assist with inspection and maintenance of Village streets, sidewalks, drainage systems, signs, bridges, parks, and other public infrastructure. Assist with maintenance and operation of the Village's sanitary sewer collection and treatment system, including the wastewater lagoon system. Perform routine inspections, sampling, testing, recordkeeping, maintenance, and other wastewater-related duties as required by applicable permits, regulations, and the Village's licensed operator. Respond to sewer system problems, alarms, backups, equipment failures, and other service issues. Maintain accurate records of inspections, maintenance activities, equipment use, sewer operations, and other departmental activities. Assist contractors, engineers, utility companies, and other agencies performing work within the Village. Participate in the planning and implementation of infrastructure maintenance and improvement projects. Perform routine preventive maintenance and minor repairs on Village vehicles, equipment, buildings, and facilities. Assist with setup, cleanup, traffic control, barricades, and other Village event or emergency needs. Respond to emergency situations and after-hours DPW issues when required. Follow all Village safety policies and procedures, including requirements for personal protective equipment.
SUPERVISORY & SUCCESSION TRAINING RESPONSIBILITIES A
primary component of this position is training directly under the DPW Supervisor to develop the knowledge and experience necessary to eventually assume the responsibilities of DPW Supervisor.
Training will progressively include:
Daily planning, scheduling, and prioritization of DPW work. Assignment and oversight of work performed by DPW employees. Management of snow removal and other weather-related operations. Wastewater lagoon and sanitary sewer system operations. Infrastructure inspections and preventative maintenance planning. Equipment maintenance, replacement planning, and purchasing recommendations. Coordination with the Village Clerk, Treasurer, President, Council, engineers, contractors, and other Village officials. Preparation of information and recommendations for Village Council consideration. Understanding departmental budgets, purchasing procedures, project costs, and capital improvement needs. Contractor oversight and coordination of public infrastructure projects. Compliance with applicable EGLE, MDOT, OSHA/MIOSHA, and other regulatory requirements affecting DPW operations. Responding to resident concerns, service requests, infrastructure problems, and emergency situations. Maintaining departmental records and documentation. Developing leadership, decision-making, and personnel supervision skills. As knowledge and experience are demonstrated, the DPW Supervisor Assistant may be delegated additional responsibility and authority by the DPW Supervisor and/or Village administration.
REQUIRED LICENSES & CERTIFICATIONS
Wastewater Operator License:
Applicant must possess an appropriate L1/L2 wastewater lagoon operator license , as applicable to Village operations, or be willing and able to obtain the required license within a timeframe established by the Village . The employee must maintain all required wastewater certifications as a condition of continued employment once obtained. Commercial Driver's License (CDL): Applicant must possess a valid CDL appropriate for the operation of Village equipment or be willing and able to obtain the required CDL within a timeframe established by the Village . The employee must maintain the required driver's license and endorsements as a condition of employment. The Village may require additional certifications or training based upon operational needs, regulatory requirements, or the employee's progression toward the DPW Supervisor position.
MINIMUM QUALIFICATIONS
The successful candidate should possess: High school diploma or equivalent. Valid Michigan driver's license with an acceptable driving record. Mechanical aptitude and ability to safely operate vehicles, machinery, power tools, and maintenance equipment. Ability to perform physically demanding work in varying weather and environmental conditions. Ability to understand and follow written and verbal instructions. Ability to maintain accurate records and complete required documentation. Basic computer and technology skills. Ability to communicate professionally with Village officials, employees, residents, contractors, and the public. Ability to work independently and as part of a small municipal team. Ability and willingness to learn wastewater treatment, public infrastructure maintenance, equipment operation, departmental administration, and supervisory responsibilities. Ability to respond to emergencies and work outside normal business hours when necessary. Demonstrated dependability, sound judgment, initiative, and willingness to accept increasing responsibility. Previous experience in public works, wastewater operations, construction, utilities, heavy equipment operation, mechanical maintenance, or a related field is preferred but may not be required for an otherwise qualified candidate who demonstrates the ability and willingness to complete necessary training.
PHYSICAL & WORKING CONDITIONS
The position requires regular outdoor work in all weather conditions and may involve exposure to traffic, wastewater, chemicals, machinery, noise, dust, confined or restricted work areas, and other conditions normally associated with municipal public works operations. The employee must be physically capable of performing the essential functions of the position, with or without reasonable accommodation, including standing and walking for extended periods; bending, climbing, reaching, and kneeling; operating equipment and tools; and lifting and carrying materials and equipment associated with DPW operations.
HOURS & AVAILABILITY
This is a full-time position. Regular work hours will be established by the Village. The position requires flexibility to work additional or irregular hours for snow and ice control, sewer emergencies, storms, infrastructure failures, Village events, and other operational needs. The DPW Supervisor Assistant may be required to participate in an on-call or emergency response schedule.
POSITION DEVELOPMENT
The Village intends for the DPW Supervisor Assistant to receive extensive training and progressively assume greater responsibility within the Department of Public Works. Successful completion of training, licensing requirements, and demonstrated competency will prepare the employee for future consideration for the DPW Supervisor position. Placement in the DPW Supervisor Assistant position does not constitute an automatic appointment or guarantee of promotion to DPW Supervisor . Any future appointment or promotion will be made in accordance with Village policies and applicable law and will be based upon qualifications, performance, licensing, experience, and the needs of the Village.
