DEFINITION
Dane County Department of Waste & Renewables (W&R) owns and operates the County's landfills, household hazardous waste collection site, a construction and demolition (C&D) recycling facility, various other recycling programs, and a Renewable Natural Gas (RNG) Plant that converts landfill gas to pipeline quality RNG. This position independently runs the landfill scale office with minimal supervision and provides a wide range of customer service and administrative services including: processing of charge account, cash, and credit card transactions (200-400 daily); customer education and training; load inspections; greeting and reception of site visitors and phone inquiries; delivery coordination and acceptance; financial reporting and accounting; and waste and recycling tonnage reporting and record keeping.
EXAMPLE OF DUTIES
Provide wide range of customer service and support functions. Weigh vehicles using scale software; determine appropriate disposal or recycling rate and fees; apply charges to customer account or accept payment via cash or credit card; and produce invoices or receipts. Provide instruction to customers that may be unfamiliar with the scale system. Screen loads for unacceptable materials by driver interview or visual inspection and direct customer to appropriate waste disposal location based on type of material. Provide information to customers, residents, and city, town, or village officials about waste disposal and recycling services over the phone and in-person. Answer questions regarding site hours and rules and give information about how to properly dispose of or recycle various types of materials. Assist with concerns from customers or residents; issue refunds or reimbursements; and troubleshoot with credit card processors or software providers on overcharges, errors, or other issues. Provide a wide range of accounting and administrative functions. Balance cash and credit card receipts and reconcile any discrepancies; balance and process weekly cash deposits; and assist with audit requests. Process credit applications; explain policies and procedures related to customer credit accounts; analyze customer account balances monthly; determine open or denied status of accounts; and assist with enforcement of terms of payment. Maintain and establish reporting and record keeping systems. Produce and provide tonnage reports to internal and external customers. Track and record waste tonnages and other various waste metrics for waste and recycling operations. Communicate and assist with coordination of onsite activities of vendors, contractors, and visitors. Assist with ordering supplies and payment of invoices. Record and code Dane County purchasing card transactions for Department employees. Process employee time sheets, track trainings and certifications, and assist with other personnel related functions. Education, Experience and Special Requirements Any combination of education, training or increasing complex experience equivalent to an associate's degree in business, accounting, solid waste or recycling operations, or other related and/or applicable field.
Special Requirements :
WDNR certification as Site Operator per WI Admin. Code NR524 Solid Waste Disposal Facility Operator Program, must be obtained within 24 months of hire. Must be available to work nights, weekends and holidays, as needed and for events and meetings.

Physical and Environmental Work Requirements :
Typical office environment with occasional loud noise and building vibration, potential to be exposed to dust, mud or malodors. Ability to operate a personal computer and sit or stand at a desk for prolonged periods of time; ability to see and hear within normal ranges with or without adaptive devises; manual dexterity; ability to lift 15 pounds. Ability to walk outside, some times in inclement weather to help customers or inspect loads. Ability to climb ladder to inspect loads. This position handles large sums of cash. Dane County will complete a criminal and financial credit background check on applicants who progress to a certain stage in the application process, and if an applicant has a criminal history or substandard credit history, then Dane County will disqualify the applicant if the position's responsibilities are substantially related to the applicant's criminal history or credit history. Knowledge, Skills and Abilities High level of customer service and demonstration of professional business communications. Knowledge or ability to learn solid waste and disposal regulations. High proficiency of Microsoft Office programs including Word, including mail merge, and sufficient to create brochures; Excel, including calculations, charts, pivot tables, and forms creation; Outlook; ability to master industry specific software. Ability to navigate internet for problem solving, supplies purchasing, research and credit analysis. Aptitude for arithmetic; accounting; records keeping. Ability to establish and maintain effective relationships with the public, industrial customers, government officials, media reps, sales reps, and vendors and contractors. Organizational skills; multi-tasking ability and ability to train co-workers. Ability to pass WDNR Site Operator test and maintain certification.
