Job Description

Exceed, LLC is seeking an experienced Quality Control Manager (QCM) to serve as a key management team member for a large-scale U.S. Army custodial services contract at Fort Hood, Texas. The selected candidate will be requested to provide a current resume and sign a Letter of Intent/Commitment confirming availability to serve as the proposed Quality Control Manager if Exceed receives the contract award.
JOB SUMMARY
The Quality Control Manager will oversee the quality-control program for a major custodial services operation supporting approximately 432 buildings and 3.65 million square feet at Fort Hood and the Belton Lake Outdoor Recreation Area. Abierto The QCM will be responsible for the overall management and implementation of the contractor's Quality Control Plan (QCP) and ensuring custodial services comply with contract performance standards. This is a hands-on quality-management position requiring extensive knowledge of commercial, institutional, military-base, or large-facility custodial operations. The successful candidate should understand custodial inspection procedures, cleaning standards, floor-care operations, corrective actions, documentation, employee performance, and quality assurance across a large, geographically dispersed operation.
KEY RESPONSIBILITIES
Manage and implement the contract's Quality Control Plan. Lead the quality-control function for custodial operations throughout Fort Hood. Conduct and/or oversee scheduled and unscheduled custodial inspections. Monitor cleaning performance to ensure compliance with contract requirements and established performance standards. Inspect offices, restrooms, common areas, administrative facilities, fitness facilities, and other assigned buildings. Evaluate custodial workmanship and identify deficiencies. Document inspection results and maintain accurate quality-control records. Initiate, document, track, and verify corrective actions. Investigate recurring performance deficiencies and recommend corrective measures. Coordinate with Quality Control Inspectors assigned to the contract. Train and mentor QC personnel on inspection procedures and documentation requirements. Monitor floor-care operations and other periodic custodial services. Review customer complaints and ensure appropriate corrective actions are completed. Prepare quality-control reports and other required documentation. Monitor newly added facilities and changing service requirements. Ensure inspections remain independent and objective. Communicate quality trends, deficiencies, and corrective actions to appropriate corporate quality leadership. Maintain availability and responsiveness as required by the contract. Ensure QC activities comply with applicable safety and military-installation requirements.

REQUIRED QUALIFICATIONS
Exceed is seeking candidates with: 5-7+ years of custodial, janitorial, environmental services, or commercial cleaning experience. Demonstrated experience in custodial management and/or quality-control management . Experience managing or inspecting custodial operations across multiple buildings or facilities. Strong knowledge of commercial/institutional cleaning procedures and standards. Experience conducting custodial quality inspections. Experience identifying deficiencies and implementing corrective actions. Knowledge of floor-care processes and custodial equipment. Experience managing custodial quality documentation and inspection records. Experience supervising or working closely with custodial employees and supervisors. Strong written and verbal communication skills. Strong organizational and documentation skills. Ability to work independently and maintain objective quality-control oversight. Ability to work full-time and on-site at Fort Hood, Texas upon contract award. Ability to obtain and maintain required installation access.
Government minimum:
The amended PWS requires the QCM to possess at least two years of documented relevant custodial-services experience . Exceed is seeking candidates exceeding this minimum, preferably with 5-7+ years of relevant experience. GovTribe
HIGHLY PREFERRED
Previous custodial experience on a U.S. military installation . Previous Department of Defense or federal custodial contract experience. Experience with large-scale base custodial operations and procedures. Experience supporting 1 million+ square feet of custodial operations. Experience working with large custodial workforces. Quality Control Manager or Quality Control Inspector experience on government contracts. Experience developing or implementing a formal Quality Control Plan. Familiarity with Performance Work Statements (PWS). Experience working with Government Contracting Officer's Representatives (CORs). Experience with institutional floor care, periodic cleaning, and inspection programs. OSHA, CMI, ISSA/CIMS, or other relevant custodial/quality certifications are a plus.
IDEAL CANDIDATE
We're particularly interested in candidates who have previously worked as a: Custodial Quality Control Manager, Janitorial Quality Control Manager, Custodial Quality Assurance Manager, Environmental Services Quality Manager, Custodial Operations Manager, Federal Custodial Quality Control Manager, Base Operations Quality Control Manager, or Custodial Quality Control Inspector. Military installation custodial experience is highly desirable.
LETTER OF INTENT
The selected candidate will be requested to sign a Letter of Intent/Commitment allowing Exceed, LLC to include the candidate's resume and qualifications as proposed key personnel in its response to the Fort Hood Installation Custodial Services solicitation. The Letter of Intent will confirm the candidate's intention to accept the Quality Control Manager position if Exceed receives the contract award, subject to final employment terms and conditions.
