Job Description

Maven Group is seeking a Quality and Performance Measurement Lead to set the standard for everything our federal IT modernization team delivers. You will run a multi-level quality control system, own the Quality Assurance Plan, and build the enterprise KPI and SLA framework the client will use to judge modernization progress. You will also answer one of the most important questions in any transformation: did the projected benefits actually materialize? The ideal candidate has operated a documented quality system over professional services work and has built performance measures with real baselines and thresholds. You care about getting it right the first time, trace every claim to its source, and treat a recurring defect as a process problem to solve. Key Responsibilities Perform the integrated review of decision packages and program products for consistency across disciplines, traceability from source to finding, and readiness for a decision. Maintain completion criteria and quality gates for each lifecycle stage, recording the gap, owner, and corrective action whenever an item cannot advance. Build and administer an enterprise KPI and SLA framework, giving each measure a definition, data source, baseline, threshold, cadence, and named user. Classify defects by consequence, track corrective actions to closure, and lead root cause analysis on significant or recurring issues. Reconcile claimed benefits to the original projection and the cost baseline before they are reported as realized. Run a regular quality review with the Program Manager, covering defect trends, sampling results, review comments, and stakeholder feedback. Prepare criteria, review methods, templates, and measurement definitions for transfer to client owners. Qualifications and Requirements Bachelor's degree and at least 7 years of relevant professional experience. Operating a documented quality control system over professional services products. Defining performance measures with baselines and thresholds for an enterprise customer. Quality management on federal services contracts, including defining measurable acceptance criteria. Familiarity with Section 508 conformance for document deliverables. Must be able to successfully complete a federal background investigation and obtain and maintain the government credentials required for on-site client access. Preferred Qualifications Experience building a KPI and SLA framework designed for the customer to operate, not just for contractor reporting. Familiarity with benefits realization and variance analysis. Experience aligning a contractor quality plan with a Government Quality Assurance Surveillance Plan. Experience supporting HHS or its operating divisions (such as CMS, CDC, FDA, or NIH) or other federal health and research agencies. Active federal credentials or a current Public Trust determination; candidates able to start quickly are strongly encouraged to apply. Work Location and Schedule Hybrid. This role supports a federal client in the Washington, DC metropolitan area (Maryland), with on-site work two to three days per week and local travel among client sites as needed. This is a full-time position, contingent upon contract award. Compensation The anticipated salary range for this Senior Manager position is 130,000-170,000. This range represents Maven Group's good faith estimate at the time of posting and is not a guarantee of compensation. Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions. As a result, actual compensation may vary from the posted salary range.
