• THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP

• This position is loced in the Quality Assurance function in an Army Nional Guard (ARNG) Army Aviion Support Facility (AASF).

The AASF provides flight, and flight training operions, Aviion Unit Maintenance (AVUM), Aviion Intermedie Maintenance (AVIM), and aviion maintenance training for supported Units. The purpose of this position is to establish, develop, and implement the AASF quality assurance and reliability programs. Serves as the Quality Assurance Representive for the AASF.

Plans:

• Develops the AASF Quality Management Plan (QMP) th documents the management and operional policies and procedures to ensure work processes, products, or services sisfy expections and quality standards. Reviews Army meriel maintenance policies and operional procedures.
• Develops quality assessment plans to evalue and improve quality of maintenance production and work processes. Assessments include reviews of management and organizion; quality systems; personnel qualificions and training; supply procedures; facilities; tools and test equipment; maintenance documention; operions and training requirements, and equipment failures.
• Develops local regulions and/or opering instructions for implemention of the quality assurance and reliability program and ensures compliance with procedures.

Services:

• Serves as quality assurance authority in the AASF. Acts as a consultant to higher-ranking personnel on quality assurance/verificion mters. Provides the Logistics Management Officer/Supervisory Maintenance Test Pilot and maintenance supervisors with definitive technical informion and advice on maintenance procedures and techniques.
• Maintains the AASF master library. Manages technical publicions accounts. Ensures th approprie directives and opering instructions are current and complete. Reviews incoming publicions to determine their applicability.
• Monitors the AASF publicion improvement system to include the recommended changes to publicions and blank forms (DA Form 2028) and merial deficiency, and Quality Deficiency Reports (QDR).
• Manages the Safety-of-Flight (SOF) and Aviion Safety Action Message (ASAM) programs to ensure effective and timely accomplishment.

Reviews incoming

SOF/ASAM

for applicability to AASF supported equipment. Evalues technical and meriel requirements for compliance. Distributes

SOF/ASAM

to production elements for accomplishment.

• Monitors aircraft acceptance/transfer inspections, aircraft configurions, and component timechange requirements. Periodically reviews aircraft historical records and logbooks for accuracy and condition.
• Manages the weight and balance program.

Performs equipment inventories; assures proper set up and calibrion of electronic weighing apparus; monitors aircraft weighing operions; verifies instrument readings, resolves weight and balance problems, and certifies weight and balance computions.

Assessments:

• Performs command directed quality inspections and special inspections for all aspects of aircraft and associed equipment. Insures th compliance inspections are performed in accordance with standards.
• Performs inspections of maintenance shops for safety and condition of equipment. Monitors calibrion of shop and test equipment to ensure serviceability.
• Performs management and compliance reviews over a wide range of functions within the AASF. Reports deviions and deficiencies. Prepares recommendions on the resolution of deficiencies affecting production or maintenance quality.
• Investiges equipment failure trends on aircraft airframes and components and systems.
• Incumbent is required to wear approprie protective clothing or gear such as safety glasses, ear protection, and hard-h, and observe all safety precautions when accomplishing inspections.

Improvements:

• Conducts formal training of quality assurance and quality compliance principles, procedures, techniques, and skills. Provides initial training for the certificion of stus symbol clearing authority.
• Reviews and evalues quality compliance inspections performed by production units.

Audits the inspection process and methods, analyzes inspection reports, and re-inspects samples of inspections performed. Provides on-the-spot assistance regarding the inspection process.

Organizional:

• Serves as the primary point of contact (POC) to, and provides liaison services between, the AASF and external organizions regarding QA mters.

MILITARY GRADE

Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluion th provided (1) familiarity with quality assurance or reled work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specificions, and (4) skill in dealing with others in person-to-person work relionships.

SPECIALIZED EXPERIENCE

: 1-year specialized experience equivalent to least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, educion, or training, involving principles, techniques, and accepted practices of quality assurance work (i.e., the applicion of stistical sampling techniques sufficient to perform assignments or preparion of technical reports on quality levels to identify specific problems). Experience in the applicion and theory of specializion using applicable publicions. Experience in the preparion of technical reports on quality levels to identify specific problem areas and to recommend corrective action.
