Incumbents in this position supervise and coordinate efforts of Stationary Engineers in order to operate and maintain stationary engines and mechanical equipment to ensure safe, continuous delivery of city services.

Essential Functions and Responsibilities:

• Supervises the following:
  ○ Boiler systems, including load demands, repairs, and inspections.

Will meet with inspectors during inspections.

○ Operation of building automation systems, including instructing stationary engineers and operation of air handling units.

○ Operation of the Airfield sand dryer and the Glycol Recovery System for aircraft deicing.

○ Chiller load demand staging equipment as needed to maintain capacity.

○ Chiller system and cooling tower repair.

○ Directing stationary engineers in the operation of building automation systems, boiler and chiller equipment, and associated auxiliary systems at the Lambert Airport Power Plant.

○ All shutdowns for new construction on power plant, building systems, and piping.

• Assists maintenance supervisor and foreman by ordering required parts needed for repairs of Power Plant System and Auxiliaries.
  
• Schedules all employee work assignments for stationary engineer and mechanical maintenance watch personnel.
  
• Responds to emergency calls after hours when contacted.
  
• Supervises subordinate stationary engineer and mechanical maintenance watch personnel including completing performance evaluations and recommending disciplinary actions.

Knowledge, Skills, and Abilities:

• Ability to direct the operation of complex boiler systems and chill water systems exceeding 500 tons.
  
• Ability to direct repairs to systems and follow code requirements.
  
• Knowledge in good customer service while interacting with airport tenants and handling complaints.
  
• Ability to calculate load demands of systems.

Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.

Human Interaction:

Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.

Equipment, Machinery, Tools and Materials Use:

Requires the ability to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as a personal computer, HVAC systems and refrigeration manifold. Ability to repair complex equipment and machinery.

Verbal Aptitude:

Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as fuel usage charts, chemical tests, plant operations log, equipment records, blueprints, invoices, and non-routine correspondence.

Mathematical Aptitude:

Requires the ability to perform addition, subtraction, multiplication and division; requires the ability to perform mathematical operations involving basic algebra and geometry.

Functional Reasoning:

Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

Environmental Factors:

Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, fumes, noise extremes, machinery, vibrations, electric currents, toxic/poisonous agents, or pathogenic substances.

Physical Requirements:

Requires the ability to lift, carry, push, and pull moderately heavy objects and materials, twenty to fifty pounds, such as accessing equipment by ladder. Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling such as accessing utility tunnels in order to perform maintenance duties.

Sensory Requirements:

Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, sounds, odors and textures associated with job-related objects, materials and tasks, such as assessing problems in machinery.

Other Requirements:

• Must be available to work varying shifts including nights, weekends, holidays, and overtime as needed.
  
• A ten year background investigation will be conducted in accordance with FAA regulations for positions at St.

Louis Lambert International Airport.

Qualifications

Three years of experience as a licensed Stationary Engineer. OR an equivalent combination of training and experience.

Licenses:

• Applicants must possess a Stationary Engineer's License (Class I or II); and
  
• Must possess and maintain a valid driver's license while employed by the City of St.

Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver's license will be considered for this position.
