Summary The Wastewater Plant Manager is responsible for all operations of multiple wastewater treatment plants; managing staff, training, directing operations and budgeting. Responsible for ensuring all jobs are performed according to District Rules and Regulations, policies and procedures, and in a safe manner. This position is the Operator in Responsible Charge for Evergreen Metropolitan District Wastewater Treatment Plants. Essential Duties Duties include, but are not limited to, those listed below; other duties may be assigned. Perform all Wastewater Department functions and oversee operations of treatment plants and lift stations. Plan, assign, direct, and review staff work; manage personnel matters including hiring, training, evaluation, and discipline. Ensure compliance with CDPHE regulations and act as Operator in Responsible Charge (ORC), including required reporting and recordkeeping. Develop and implement plant goals, objectives, schedules, policies, and process control methods to maximize efficiency. Prepare and submit reports to management, Board, and regulatory agencies. Oversee preventive maintenance, repairs, emergency response, and safety/risk management programs. Manage procurement, inventory, and capital improvement projects, including contractor oversight and bid review. Assist in budget preparation and monitor expenditures. Approve and maintain timecards, billing spreadsheets, and other administrative records. Provide staff training, troubleshoot operational issues, and fill in for operators as needed. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A high school diploma or equivalent is required for this position. A minimum of five years of increasingly responsible experience in the operation and maintenance of a wastewater treatment plant facility is required. A minimum of two years in a supervisory or lead capacity is preferred. Must possess and maintain the following State of Colorado licenses and certifications: Level B Wastewater required Level 1 Collections required Must have or obtain Class B Commercial Driver's License within 6 months of hire. Must obtain CPR Certification within the first two years of employment and maintain this certificate on a biannual basis.
Communication:
Interpret regulations, technical documents, and system reports; respond to inquiries and complaints; communicate effectively in writing and speech; maintain professionalism under pressure.
Mathematics :
Perform calculations for volumes, flow rates, chemical dosing, and lab analyses; apply geometry, ratios, percentages, and process control math.
Reasoning :
Solve practical problems with limited standardization; follow complex instructions and procedures; analyze situations and communicate solutions effectively.
Other Skills:
Knowledge of wastewater treatment processes, safety, and regulations; proficiency with Windows, Office, SCADA, and Cartegraph; strong organization, detail, and follow-up skills; ability to work independently, manage multiple projects, and maintain confidentiality. Must be available for irregular hours, weekends, evenings, and emergencies. Must be willing to serve in manager on-call rotations.
PHYSICAL DEMANDS
Frequently required to lift and move up to 50 pounds. Regularly required to stand, walk, drive, climb, kneel, and work in confined spaces. Must be able to use sight, hearing, smell, and touch to monitor facility functionality.
WORK ENVIRONMENT
Regular exposure to extreme weather conditions. Possible exposure to hazardous materials, loud noise, and unsanitary conditions. The work environment may be physically demanding and require strict adherence to safety protocols. Frequent exposure to wet/humid conditions, mechanical equipment, odorous fumes, chemicals, and electrical hazards. Occasional exposure to heights, extreme weather, unsanitary conditions, and loud noise.
