The Water/Wastewater Operator series performs skilled and semi-skilled work in the operation, monitoring, and maintenance of the Town's water treatment plant, wastewater treatment plant, distribution and collection systems, lift stations, pumping stations, and wells. Duties include process observation, sampling and laboratory analysis, equipment operation and maintenance, data collection, troubleshooting, and responding to system alarms and emergencies. Operators at all levels perform the same duties. Progression from Operator 1, Operator 2, Operator 3 is based on increased Colorado operator certification levels and demonstrated technical competency. Operator 3 represents the highest level in the series and is fully qualified for advanced operational responsibilities under applicable local, state, and federal regulations governing water and wastewater operations.ESSENTIAL DUTIES AND RESPONSIBILITIES
The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Milliken retains the right to modify or change the duties or essential and additional functions of the job at any time. Operate, inspect, repair, and maintain pumps, motors, chemical feed equipment, and other related water and wastewater treatment equipment. Record operational data including well and pump run times, pressures, reservoir levels, plant flows, sludge treatment rates, turbidity, BOD, residuals, and chemical usage. Monitor and adjust treatment processes to ensure compliance with state and federal environmental regulations. Respond to alarms, equipment failures, and abnormal operating conditions; take action to maintain safe and compliant operations. Collect and analyze samples for laboratory process control and regulatory testing. Maintain accurate records, reports, and logs for treatment facilities, distribution systems, and collection systems. Perform calibration, preventive maintenance, and emergency repair on instrumentation and treatment system equipment. Assist in unloading, storing, transferring, and mixing treatment chemicals; adjust feeds as directed. Observe and maintain lift stations, troubleshoot operational issues, and make repairs. Conduct utility locates, meter reading, shut-offs and turn-ons, final meter reads, and inspections of customer-installed water and sewer service lines. Perform preventive maintenance on distribution and collection systems, including line jetting, hydrant flushing, and valve exercising. Assist with backflow prevention program activities as directed. Conduct routine inspections, investigate customer concerns, and clear blockages in the collection system as necessary. Perform irrigation ditch checks, record flume flows, gather irrigation well data, and support state reporting requirements. Assist with snow and ice removal operations when needed. Provide tours of treatment facilities and respond to public inquiries professionally. Perform other related duties as assigned.KNOWLEDGE, SKILLS, AND ABILITIES
Practices, methods, and materials used in water and wastewater treatment, distribution, and collection systems. Knowledge of pipe installation, connection, and repair principles. Safe working practices including chemical handling, proper body mechanics, and safe lifting techniques. Operation and maintenance of light and heavy equipment used in water/wastewater operations. Standard water quality tests and laboratory procedures. Lubrication, maintenance, and servicing of pumps and treatment plant equipment. Biochemical and bacterial processes relevant to wastewater treatment. Applicable local, state, and federal regulations governing water and wastewater operations. Ability to read gauges, meters, and instrumentation accurately and interpret data. Ability to maintain records, perform tests, and prepare reports. Ability to prioritize work and schedule tasks effectively. Ability to communicate clearly and concisely, both orally and in writing. Ability to read and interpret maps, blueprints, diagrams, and technical drawings. Ability to identify system malfunctions and take corrective actions. Ability to work independently during assigned shifts. Ability to respond calmly and effectively during emergency situations. Ability to work safely and promote safe working practices. Ability to work in adverse weather and environmental conditions. Willingness to perform mandatory weekend/holiday rounds, checks, and sampling. Ability to respond to emergency callouts within 30 minutes.EXPERIENCE AND TRAINING
Operator 1 High school diploma or GED. One year of utility experience is preferred. Must possess a minimum of one Class D Water, Class D Wastewater, Class 1 Collection system or Class 1 Distribution system operator certification. Must obtain the remaining Class D Water Operator certification or Class D Wastewater Operator certification within 24 months. Must obtain the remaining Collection System 1 or Distribution System 1 certifications within 24 months. Valid Colorado driver's license required. Operator 2 High school diploma or GED. Two years of water or wastewater operations experience. Must possess a minimum of one Class C Water or Class C Wastewater operator certification. Must possess a minimum of one Class 2 Collection system or Class 2 Distribution system operator certification. Must obtain the remaining Class C Water or Class C Wastewater certifications within 24 months. Must obtain the remaining Collection 2 or Distribution 2 certifications within 24 months. Valid Colorado driver's license required. Operator 3 High school diploma or GED. Three years of comprehensive water/wastewater operations experience. Must possess Class B Wastewater and Class C Water certifications required to operate the Town of Milliken Water and Wastewater facilities. Must possessClass 2 Collections and Class 2 Distributioncertifications required to operate the Town of Milliken Collection and Distribution Systems. Must be ORC-qualified under CDPHE standards. Valid Colorado driver's license required.MATERIAL AND EQUIPMENT USED
Includes computers, SCADA systems, laboratory equipment, pumps, motors, valves, electrical equipment, chemical feed systems, high- and low-voltage components, telemetry systems, two-way radios, vehicles, jet/vac truck, skid steers, loaders, backhoes, compressors, pipe tools, generators, gas monitors, SCBA equipment, light and heavy power-driven equipment, and various hand tools and power tools.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work is performed in both indoor and outdoor environments and frequently involves exposure to extreme heat, cold, wet conditions, dust, noise, chemicals, fumes, electrical hazards, atmospheric conditions affecting the respiratory system or skin, oils, and confined spaces. Duties require frequent heavy lifting of 50 pounds or more, as well as pushing, pulling, reaching, climbing, crawling, twisting, bending, stooping, and standing or sitting for extended periods. Employees must be able to walk on uneven or slippery surfaces, operate vehicles and motorized equipment, and use both hands and fingers for repetitive tasks. Correctable near and far vision, hearing, and speaking abilities are required. The position involves working around moving vehicles and machinery, reading and interpreting instructions, and responding to emergencies. On-call work is required for emergency response and snow removal, and flexible scheduling may be necessary to meet operational needs.
