Board of Trustees The Town of Rockvale is seeking a dependable, safety-minded Water Operator in Responsible Charge (ORC) to oversee the operation and maintenance of the Town's drinking water system. This is an excellent opportunity for a qualified water professional who enjoys working in a small-community environment and wants to play an important role in protecting public health and providing safe, reliable drinking water to Town residents. Position Summary The Water Operator/ORC is responsible for the day-to-day operation, monitoring, maintenance, and regulatory compliance of the Town of Rockvale's drinking water system. The successful candidate will serve as the Town's primary water system operator and will be responsible for ensuring that the water system is operated safely, efficiently, and in accordance with applicable Colorado Department of Public Health and Environment (CDPHE) requirements as well as Colorado and Federal drinking water regulations. Because Rockvale is a small municipality, this position requires someone who is comfortable working independently, troubleshooting problems, performing hands-on maintenance, keeping accurate records, and communicating effectively with Town officials, employees, contractors, regulatory agencies, and residents. Essential Duties and Responsibilities
  • Serve as the Operator in Responsible Charge (ORC) of the Town's drinking water system.
  • Monthly water meter reading and reporting usage into the Town's water software system.
  • Operate and monitor wells, pumps, tanks, valves, meters, controls, and other water system components.
  • Monitor water system operation and water quality on a routine basis.
  • Perform required water sampling and coordinate laboratory testing.
  • Maintain accurate operational, maintenance, sampling, and regulatory records.
  • Complete and submit required reports to CDPHE and other regulatory agencies.
  • Ensure required monitoring, testing, and reporting deadlines are met.
  • Maintain compliance with applicable Colorado drinking water regulations and permits.
  • Inspect the water system regularly and identify maintenance and repair needs.
  • Troubleshoot water system problems and respond to equipment or system failures.
  • Perform routine preventive maintenance on pumps, motors, valves, tanks, and related infrastructure.
  • Assist with water main, service line, valve, hydrant, meter, and other water system repairs.
  • Monitor water usage, system pressures, storage levels, and other operational conditions.
  • Maintain appropriate chemical supplies and safely handle and store treatment chemicals, as applicable.
  • Maintain operating procedures, maps, records, and other water system documentation.
  • Respond to water emergencies, leaks, outages, pressure problems, and water quality concerns.
  • Communicate promptly with Town administration regarding significant operational, maintenance, safety, or regulatory issues.
  • Coordinate with outside contractors, engineers, laboratories, equipment suppliers, and regulatory agencies when necessary.
  • Assist with budgeting, equipment replacement, capital improvement planning, and water system projects.
  • Provide information and recommendations to Town administration and the Board of Trustees concerning water system needs.
  • Maintain a clean, safe, and organized work environment.
  • Follow all Town and CIRSA safety policies.
  • Perform other duties related to municipal water operations and public works as assigned. Required Qualifications
  • Current Colorado water operator certification appropriate for the Town's classified drinking water system and sufficient to serve as the Town's ORC.
  • Ability to maintain the certification required to serve as ORC for the Town's water system.
  • Valid Colorado driver's license.
  • Ability to successfully pass a background check and any required pre-employment screening.
  • Ability to work independently and make sound decisions regarding routine water system operations.
  • Ability to respond to water system emergencies outside normal working hours when necessary. Preferred Qualifications
  • Previous experience operating a municipal or small-community drinking water system.
  • Experience serving as an ORC or designated operator for a public water system.
  • Experience with wells, pumps, storage tanks, distribution systems, chlorination, water sampling, and water system maintenance.
  • Knowledge of Colorado drinking water regulations and CDPHE requirements.
  • Mechanical, electrical, plumbing, or equipment-maintenance experience.
