The City of Luling is accepting applications for the full-time position of Water Superintendent About the Role The Water Superintendent is responsible for the overall planning, operation, maintenance, and improvement of the City's municipal water utility system. This position provides day-to-day leadership and supervision of the Water Department, including directing, training, and coordinating the work crew to ensure the safe, efficient, and reliable operation of the water system. The Water Superintendent oversees the inspection, maintenance, and repair of department equipment and facilities and assists with planning and implementing improvements to the water system. The position is also responsible for developing and managing the Water Department's annual budget and preparing technical, operational, and regulatory reports. As a key representative of the Water Department, the Superintendent regularly interacts with the public, City staff, contractors, and other agencies and represents the department at public functions and meetings. The position requires independent decision-making, mature judgment, strong technical knowledge, and the ability to effectively manage both daily operations and long-term departmental needs. Essential Duties and Responsibilities

• Plan, organize, and establish policies and practices for all water work in the City.
• Supervises and assists personnel in the construction, maintenance and improvement of water system. Oversee, inspect, and account for the work of the water department employees.
• Maintains City water wells in operable condition for use in emergencies.
• Assist in monthly meter reading.
• Report daily to the Public Works Director on the status of departmental projects.
• Maintain material inventory, receive bids for supplies, and order needed supplies.
• Coordinate work with other department supervisors to assist or obtain assistance in certain jobs.
• Maintain updated information on current safety procedures and water regulations and ensure that they are being satisfied by the department
• Handle customer inquiries and complaints.
• Contact other companies (telephone, cable television, gas, etc.) to plan projects when necessary.
• Prepare and manage budget for the water department.
• Submit monthly and yearly reports to numerous State and Federal Regulatory Agencies as required.
• Attend City Council meeting and report on department activities as required.
• Supervise hiring, training, appraisal, promotion, and discharge of department personnel.
• Take Samples and ensure all ab work meets state and federal regulations and guidelines Knowledge, Skills and Abilities
• Extensive knowledge of municipal water systems, water distribution, water line repair, and related maintenance procedures.
• Knowledge of plumbing practices, applicable codes, regulations, and safety requirements.
• Strong leadership, supervisory, training, and communication skills.
• Ability to troubleshoot and repair water system equipment and infrastructure.
• Ability to operate heavy and light equipment, vehicles, and power tools safely.
• Ability to read and interpret manuals, blueprints, gauges, meters, regulations, and technical information.
• Ability to prepare accurate technical, operational, and regulatory reports and maintain required records.
• Ability to work independently, exercise sound judgment, and make decisions regarding daily operations.
• Ability to respond effectively to emergency situations and changing operational needs.
• Ability to establish and maintain effective working relationships with employees, contractors, vendors, regulatory agencies, and the public. Minimum Qualifications
• High school diploma or GED; documentation required.
• Significant experience in municipal water system operations, maintenance, and repair.
• Current and valid Texas Class C driver's license with a clear driving record.
• Current TCEQ Class C Groundwater License or Class 2 Distribution License.
• Current TCEQ Class C Wastewater Operator License or Class 2 Collection System License.
• Ability to safely operate heavy and light equipment, vehicles, and power tools.
• Ability to work nights, weekends, holidays, and extended hours as needed for emergency response.
• Ability to meet all applicable City employment and safety requirements. Preferred Qualifications
• Class B Commercial Driver's License (CDL).
• Ten (10) or more years of experience in municipal water and/or wastewater operations and maintenance.
• Previous supervisory experience in water utilities, wastewater utilities, public works, or a related field.
• Experience with municipal budgeting and departmental planning.
• Experience preparing regulatory and technical reports.
• SBCCI Plumbing Inspector License.

Licenses & Certifications Required:

• Current and valid Texas Class C Driver's License with a clear driving record.
• TCEQ Class C Groundwater License or Class 2 Distribution License.
• TCEQ Class C Wastewater Operator License or Class 2 Collection System License.

Preferred:

• Class B Commercial Driver's License (CDL).
• SBCCI Plumbing Inspector License.

Supervision Given Provides direct supervision to Water Department employees, including assigning work, providing training and direction, and monitoring performance. May provide indirect supervision to contractors and other City employees during special projects or emergency situations. Working Conditions Work is performed both indoors and outdoors in a variety of weather conditions and may involve exposure to water infrastructure, construction areas, heavy equipment, vehicles, power tools, chemicals, and other potential hazards
