$54,620 Job Summary The Assistant Landfill Superintendent, under limited supervision, performs supervisory and technical work for the City of Stephenville Type IV Landfill. This position assists the superintendent in-charge of the daily operations of the solid waste facilities, operations, and programs. Work involves ensuring that equipment, facilities, and grounds maintenance adhere to industry standards at a minimum. Work also involves assisting in developing, implementing and overseeing programs to ensure compliance with state permit. Essential Duties and Responsibilities Assists with daily landfill operations and helps ensure the City of Stephenville Type IV Landfill operates safely, efficiently, and in accordance with its permit and applicable TCEQ, state, and federal requirements. Assists in supervising and directing landfill employees, including assigning daily work, monitoring performance, providing training, and promoting safe work practices. Monitors waste receiving and disposal operations, ensuring waste is properly handled, placed, compacted, covered, and disposed of in accordance with landfill requirements and applicable regulations. Assists with regulatory compliance and required documentation, including inspections, testing, monitoring, recordkeeping, reporting, and responding to TCEQ or other regulatory inquiries. Assists with equipment and vehicle operations and maintenance, including safe operation, preventative maintenance, inspections, minor repairs, and identifying equipment repair or replacement needs. Assists with financial and administrative responsibilities, including monitoring landfill revenues, cash handling, purchasing, inventory, budget preparation, and Capital Improvement and Equipment Replacement Plans. Responds to customer concerns and operational issues, working with the Landfill Superintendent, Public Works Department, City departments, contractors, regulatory agencies, and the public to resolve problems. Promotes safety and emergency preparedness, including proper use of personal protective equipment, safe equipment operation, and assisting with response to fires, spills, severe weather, equipment failures, and other emergencies. Assumes the duties of the Landfill Superintendent when assigned or during periods of absence, while performing other related duties necessary to support the successful operation of the landfill.
Qualifications:
Minimum Qualifications:
High School Diploma (or GED equivalent). One (1) year minimum experience in a supervisory capacity. Three (3) years minimum of direct solid waste experience. Three (3) years minimum of heavy equipment operation and maintenance experience. Must have a valid Texas driver s license and currently have and maintain a satisfactory driving record. MSW-A License or ability to obtain and maintain required certification within a 2 (two) year period. Familiarity with TCEQ regulations governing
Municipal Solid Waste Knowledge, Skills, and Abilities:
Effective oral, written and interpersonal communication skills. Outlook Email, MS Office or similar software skills. Knowledge of modern office procedures, smart phones, computer programs and equipment with the ability to operate a computer and other related office equipment. Must be able to assist with departmental budget, capital improvement projects and equipment replacement plans. Physical Requirements Stands, walks, bends and reaches continually. Required to perform labor and equipment maintenance as needed. Must have ability to work while utilizing Personal Protective Equipment and maneuver the landfill site on foot. Hearing acuity for radio elephone transmission and verbal communications. Visual acuity for investigation and evaluation. Work Environment Work is accomplished both in the office and in the field. In the field, the employee must be able to walk over rough terrain, be exposed to construction and demolition wastes, high wind, dust levels and possible adverse weather conditions including temperature extremes. Frequently drives vehicles and operates heavy equipment. In the office, uses computer, scanner, copier, telephone, calculator, and landfill scale software. Functions in close proximity to waste materials while wearing personal protection equipment and works with unknown materials. Must meet with the public and be prepared to address customer concerns.
