Overview The Pueblo of Jemez is seeking a strategic and dynamic JNET Director to lead the Jemez Network Team (JNET). This position oversees the planning, development, and implementation of the Pueblo's broadband and telecommunications programs. The JNET Director will lead efforts to expand reliable, affordable, and secure broadband services while supporting economic development, education, healthcare, public safety, and government operations. Responsibilities include overseeing infrastructure, grants, vendors and contractors, telecommunications systems, and long-term program sustainability. The Director will also serve as a key liaison with Tribal leadership, federal and state agencies, funding organizations, utility providers, and technology partners to advance the Pueblo's broadband and telecommunications initiatives. Responsibilities Develop, implement, and maintain the Pueblo's broadband and digital connectivity strategic plan. Direct and oversee broadband infrastructure projects including fiber optic, wireless, telecommunications, and related network systems. Supervise, mentor, and evaluate JNET staff, contractors, consultants, and technical teams. Identify, pursue, prepare, and manage federal, state, and private grant opportunities related to broadband and infrastructure development. Ensure compliance with all grant requirements, reporting obligations, and applicable regulations. Coordinate broadband initiatives with Tribal departments, community stakeholders, vendors, utility providers, and external partners. Monitor project budgets, timelines, contracts, procurement activities, and operational performance to ensure successful project completion. Ensure compliance with applicable telecommunications regulations and standards, including FCC, NTIA, and USDA. Conduct community outreach and support digital inclusion and workforce development efforts. Prepare reports, presentations, strategic recommendations, and updates for Tribal leadership, funding agencies, and governing bodies. Support cybersecurity planning, network resiliency efforts, disaster recovery preparedness, and long-term infrastructure sustainability initiatives. Requirements Bachelor's degree in Information Technology, Telecommunications, Business Administration, Public Administration, Engineering or related field preferred. Minimum five (5) years of experience in broadband, telecommunications, IT, infrastructure development, project management and grant management. Minimum of three (3) years of supervisory and management experience required. Proven experience in technical project & program management supervisory roles within complex organizational environments. Expertise in program development, design, and implementation with a focus on business process modeling and process management tools like Visio or SharePoint. Deep understanding of project management methodologies including PMBOK standards; proficiency in project scheduling software such as Primavera P6 or Microsoft Project is essential. Demonstrated ability to lead cross-functional teams through conflict resolution, negotiation, and effective communication skills. Skilled in requirements gathering, requirements analysis, scope management, risk mitigation, and quality management practices. Familiarity with data collection techniques; analytical skills using Excel data analysis or SAS for performance insights are highly desirable. Experience managing vendor relationships and overseeing IT infrastructure projects is preferred. Strong organizational skills with the ability to manage multiple projects simultaneously while maintaining attention to detail. Certification in Lean Six Sigma or related process improvement methodologies is advantageous; PMP or PgMP certification is preferred.
