Job Description

Job Summary LHDD is seeking an experienced, relationship-focused Business Development & Community Relations Manager to support the organization's strategic growth throughout North Carolina. This position will be instrumental in developing LHDD's referral network, community presence, strategic partnerships, and client base over the next two to three years. The Manager will establish and maintain strong relationships with LME/MCOs, Tailored Plans, Tailored Care Managers, Care Management Agencies, case managers, care coordinators, social workers, healthcare providers, community organizations, advocacy organizations, families, guardians, and other referral partners serving individuals with intellectual and developmental disabilities (I/DD). A strong working knowledge of the North Carolina Medicaid system is essential, including the pathways through which individuals with I/DD and other support needs access community-based services. Knowledge should include the NC Innovations Waiver, 1915(i), CAP/DA, Medicaid Direct, Tailored Plans, Home and Community-Based Services (HCBS), Community Living and Supports, Respite, and other Medicaid-funded long-term services and supports. The Manager will serve as a community ambassador and strategic relationship builder for LHDD, positioning the organization as a recognized, trusted, and dependable resource for individuals, families, care managers, referral partners, and community stakeholders. Responsibilities
  • Develop and maintain productive relationships with LME/MCOs, Tailored Plans, provider network representatives, Tailored Care Managers, Care Management Agencies, case managers, care coordinators, and other referral professionals.
  • Build a sustainable referral network that includes hospitals, health systems, skilled nursing and rehabilitation facilities, behavioral health providers, I/DD providers, DSS personnel, guardians, schools and transition programs, vocational rehabilitation programs, advocacy organizations, faith-based organizations, and family support groups.
  • Maintain consistent communication and follow-up with referral partners and establish LHDD as a dependable resource for individuals and families seeking services.
  • Participate in appropriate provider meetings, stakeholder meetings, networking events, conferences, educational sessions, and community forums.
  • Identify opportunities to expand LHDD's client base, referral network, geographic reach, payer relationships, and community partnerships.
  • Develop and maintain a pipeline of prospective referral relationships and potential clients.
  • Identify community service gaps, unmet needs, and opportunities for expansion into additional Medicaid-funded services.
  • Coordinate facility tours, presentations, introductory meetings, and informational sessions for referral partners and community stakeholders.
  • Provide leadership with updates on referrals, market developments, community needs, barriers to admission, and strategic growth opportunities. Community Engagement Develop a strong and visible LHDD presence within the communities it serves by:
  • Representing LHDD at resource fairs, community events, conferences, provider meetings, networking events, and stakeholder meetings.
  • Developing relationships with families, advocacy organizations, and community organizations serving individuals with I/DD.
  • Identifying professional associations, committees, councils, and community initiatives where LHDD should maintain an active presence.
  • Promoting LHDD's organizational values of love, Honesty, Dignity, and Dependability and its commitment to person-centered services and community inclusion.
Medicaid and Program Knowledge The successful candidate should possess or develop strong working knowledge of North Carolina Medicaid programs affecting individuals with I/DD and individuals receiving long-term services and supports, including:
  • NC Medicaid Managed Care and Medicaid Direct
  • Behavioral Health and I/DD Tailored Plans
  • LME/MCO structure and responsibilities
  • NC Innovations Waiver
  • 1915(i) Home and Community-Based Services
  • Community Living and Supports
  • Respite
  • CAP/DA
  • Tailored Care Management
  • Person-Centered Planning
  • Referral and authorization processes
  • Provider networks and credentialing
  • Basic Medicaid eligibility and service authorization processes The Manager will not make Medicaid eligibility determinations or provide legal or clinical advice, but must understand these programs sufficiently to communicate effectively with referral partners and identify potential service opportunities.
Qualifications Bachelor's degree in Business Administration, Healthcare Administration, Social Work, Human Services, Public Health, Marketing, Communications, or a related field preferred. Equivalent professional experience in Medicaid, I/DD services, behavioral health, healthcare business development, care management, provider relations, or community relations may be considered. Two or more years of experience in one or more of the following areas is strongly preferred:
  • North Carolina Medicaid
  • I/DD or behavioral health services
  • LME/MCO or Tailored Plan operations
  • Care or case management
  • Home and community-based services
  • Healthcare business development
  • Provider relations or community outreach Existing professional relationships with LME/MCOs, Tailored Care Managers, Care Management Agencies, case managers, social workers, or other referral sources are highly desirable.
Compensation:
Hourly Rate +
Other Compensation Pay:
$30.00 - $38.00 per hour Expected hours: 5.0 - 20.0 per week
