This position aligns with the Government's Strategic Communication Outreach Specialist labor category. Work may be performed from the FHWA office in McLean, Virginia, a Washington, DC office, or another designated office, depending on Government requirements. This senior-level role will develop and execute integrated communication strategies and marketing initiatives that promote agency programs and expand publication readership. The specialist will combine strategic planning with hands-on content creation, digital marketing, analytics, and stakeholder engagement across print and digital platforms. Clearance and Suitability None. This is an unclassified position. The selected candidate must be able to successfully complete any required USDOT suitability processing and obtain a Government-issued Personal Identity Verification (PIV) credential if required for facility or system access. Required Qualifications Bachelor's or master's degree in Communications, Marketing, Public Relations, Journalism, or a closely related field. At least 6 years of progressively responsible experience in strategic communications, digital marketing, or public affairs. Experience developing and executing integrated outreach strategies and promotional campaigns. Demonstrated expertise developing social media campaigns that increase subscriptions, readership, engagement, or comparable audience outcomes. Experience translating complex technical or policy information into accessible content for technical and nontechnical audiences. Experience creating content for social media, web pages, electronic newsletters, and print communications. Experience using market research, reader feedback, surveys, or analytics to evaluate and improve communication campaigns. Desired Qualifications Experience in a Federal environment. Knowledge of transportation research, particularly highway or surface transportation. Experience marketing a magazine, journal, newsletter, or specialty publication. Experience supporting tradeshows, conferences, and internal or external outreach events. Graphic design capability for digital and social media products. Key Responsibilities Develop and execute comprehensive communication, outreach, and promotional strategies. Manage multiple campaigns tailored to diverse audiences and media channels. Lead marketing efforts to increase subscriptions, readership, awareness, and engagement. Plan and execute quarterly promotions, feature-story promotion, and branding support. Write, edit, and develop graphics for social media, web pages, electronic newsletters, and print products. Conduct market research, reader surveys, and campaign analysis to guide data-informed decisions. Measure and evaluate campaign and social media effectiveness using analytics. Provide communications and marketing support for tradeshows, conferences, and other events. Translate complex highway, transportation, research, or policy topics into compelling narratives.
