WHO MAY APPLY
All qualified permanent and indefinite Title 32 Nional Guard employees who are currently working for the 70th Troop Command in Missouri. Duties Help Manages the overall operional aspects of the GTC, to include long and short-range planning, and directing the operion, maintenance, repair, rehabilition, and construction of all real property. Oversees all installion training center, facilities, utilities, buildings, structures, roads, ranges, wer systems, disposal systems, sewage systems, bridges, communicions, and electrical systems. Directs the development of regulions, procedures and opering instructions tailored to the specific needs of the training center. Ensures the continuous operional mobilizion readiness of the training center and the operional ability on short notice to support ste and federal agencies in support of nional defense initiives. Manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integred Training Area Management (ITAM) funds. Communices and coordines with the staff and various organizional headquarters on mters pertaining to supply and training support activities. Interacts with local media and handles sensitive public relions problems. Responds to congressional inquiries concerning legislion th has potential impact on current and future training center operions and training. Maintains direct dialogue with regional EPA representives concerning pending legislion affecting current and future nional defense initiives the training centers. Ensures required environmental documention such as Installion Nural Resource Management Plans, Cultural Resource Management Plans, and historical holdings are current and available for public review. Primarily serves as a first-level supervisor. Plans work to be accomplished by subordines, sets and adjusts short-term priorities, and prepares schedules for completion of work. Exercises significant responsibilities dealing with senior commanders, and staff officers of other units and organizions. Provides a work environment th is free from all forms of discriminion, harassment, and retaliion. Performs other duties as assigned. Selected individual will return to their former position when the temporary promotion is termined. This position can be filled up to five years if mission supports it. Must be able to obtain and maintain the approprie security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; comp-time or overtime may be required. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and required to file annually.
NATIONAL GUARD MEMBERSHIP IS REQUIRED.

MILITARY REQUIREMENTS
Selected candide must currently be assigned to a military unit in the Missouri Army Nional Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Camp Clark Training Site Maximum Military Grade

EXPERIENCE
Must possess experience, educion, and/or training which provided you with a general knowledge of principles of organizion, management, and administrion; and experience using computer and automion systems.
GS-11 SPECIALIZED EXPERIENCE
Must possess 36 months of experience, educion or training th provided the ability to develop and recommend policy; organize and carry out programs; evalue and recommend changes in methods of operion; and prepare written communicions and oral presentions. This specialized experience must also include the ability to manage a variety of funds and ensure funds are expended appropriely.
SPECIALIZED SUPERVISORY EXPERIENCE
