40 hrs./week; Monday-Friday; 8:00-4:30 p.m.; with some evening/weekend work required.

Position Purpose:
Under the direct supervision of the Mobility Manager, the Mobility Specialist is responsible for supporting the planning, coordination, and daily operations of the Allegany County Public Transit System(s). This position plays a key role in ensuring that public transit services operate safely, efficiently, and in alignment with community needs and regulatory requirements. The Mobility Specialist carries out scopes of work that align with project goals, objectives, timelines, and activities; utilizes evaluation tools and strategies to measure program and service effectiveness; and contributes to detailed progress reports for funding sources that document program activities, milestones, and rider outcomes. This role also assists with monitoring service performance, analyzing ridership data, identifying operational challenges, and recommending improvements to enhance system reliability and customer experience. In addition, the Mobility Specialist collaborates with internal staff, contracted transportation providers, municipal partners, and community organizations to support route planning, service adjustments, public outreach, and compliance with federal and state transit regulations. The ideal candidate demonstrates strong organizational and analytical skills, clear and professional communication, and a commitment to delivering high‑quality public transit services.

Through effective coordination of mobility and transit initiatives, the Mobility Specialist helps advance programs that positively influence the health, well‑being, and overall quality of life of the populations we serve. I. Essential Job Functions 1. Supports the coordination of transportation services across multiple providers to improve efficiency and accessibility. 2. Assists individuals in identifying and accessing the most appropriate transportation options based on their needs. 3. Provides one-on-one assistance to clients, including seniors, individuals with disabilities, and low-income populations. 4. Delivers travel training and trip‑planning assistance to help riders confidently use public and specialized transportation services. 5. Conducts outreach to raise awareness of mobility services and resources; develops and delivers presentations, workshops, and informational materials for community groups and stakeholders. 6. Builds and maintains relationships with transportation providers, human service agencies, healthcare organizations, and local governments. 7. Facilitates cross‑sector collaborations to identify service gaps, improve mobility outcomes, and support coordinated transportation planning. 8. Monitors program performance, collect data, and evaluate outcomes to inform improvements. 9. Maintains up-to-date knowledge of transportation options, eligibility requirements, and service areas. 10. Assists in identifying funding opportunities and preparing grant applications. 11. Maintains compliance with grant requirements and assists with reporting and documentation. 12. Participates in local and regional transportation planning efforts. 13. Ensures program(s) and contract(s) adherence to federal, state and local laws, rules, regulations and/or funder specifications. 14. Requirements | Qualifications Bachelor's degree in business administration, Secretarial and Administrative Sciences, Accounting, Human Services, or other related degree; or an associate degree with a minimum of 4 years' professional experience related to the Essential Functions of this position. : Current driver's license with a safe driving record; and proof of valid insurance. All jobs contingent upon successful completion of appropriate background checks which, unless prohibited by applicable law, may include criminal history, employment verification, education verification, DMV checks (for driving positions), State Central Registry, State Exclusion List, and fingerprinting.
