Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy. Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Bachelor's degree in related field and at least 8 years of professional level experience or equivalent training and experience Experience working with requirements-based systems in areas such as facility operations, maintenance, and/or radiological. Knowledge and experience with DOE "T Week" schedule process is highly desired. Knowledge of Primavera scheduling is highly desired. Prior experience working in IBM Maximo is highly desired. PMP Certification is highly desired. The primary work location will be at in the forward areas Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Regular attendance on site within the reporting location Work schedule for this position will be 4/10's, Monday - Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver's license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity. The Integrated Work Control Division is seeking to hire a Principal Work Planner to serve as a Work Window Coordinator and Outage Coordinator. Work Window Coordinator Develop and maintain the facility integrated and baseline schedules, ensuring PM consistency and approve and communicate emergent work and schedule changes. Represent a single point of contact during execution work week to quickly resolve delays with priority work items. Communicate priority work with PMs, FMs, site leadership, and planning management to ensure alignment of priorities across array of project work. Facilitate meetings to identify and correct conflicts with dates and locations with supervisors and superintendents as determined by the WMC Manager. Assign and track action items as issues are identified during meetings and investigations concerning work management. Maintain databases for performance measurement and process improvement efforts. Manage preparations and execution of assigned work weeks, following major scope/schedule alignment meetings. Ensure executing work group resources are fully scheduled before the T4 and delivery of Activity Level Work Documents. Using an Integrated Schedule, identify activities requiring more defined scheduling (fragments, waterfalls, Complex activities). Ensure work packages identified as higher priority work have appropriate scheduled completion dates established. Perform "worst case" risk assessment, that includes environmental factors, such as severe weather and when significant equipment is out of service. Identify potential issues with high-risk activities at the major scope/schedule alignment meeting, or at any time that risk-related work is added to the schedule. Prior to the "Lock-In" meeting, perform prevention/detection risk management assessments. Develop and maintain the PULSE, DAF and HEF outage schedules, ensuring required PMs and corrective maintenance are identified and deconflicted for execution. This includes additional facilities as they are added to the Work Management Center (WMC). Outage Coordinator Coordinate with projects and work with facility management to establish work scope and identify dates of execution. Facilitate meetings to deconflict and lock in scope, develop scheduled execution dates, deconflict work priorities, discuss parts and material requirements, and review work package status changes. Assign and track action items as issues are identified during outage meetings and conduct investigations concerning work management. Collaborate with engineers, craft, and fire department to Identify facility impacts during outages and establish comp measures to mitigate in progress projects and PM loss of time. Ensure executing work group resources are fully scheduled by the date determined for delivery of Activity Level Work Documents. Represent a single point of contact during outage execution week to quickly resolve delays with priority work items and generate outage status' daily. Host post outage review meetings to discuss areas of improvement, highlight best practices, and recognize superior performers. Assist Work Window Coordinators with scheduling deconfliction and T-week meetings as determined by managers. Attend all required meetings covering scheduled outage weeks to include the POD and T-Weeks including the T+1 Assessment. Support Work Management process improvements including adopting best practices, identifying issues, and recommending enhancements. Maintain a high level of professionalism with customers and contribute to a positive and supportive environment for coworkers. Perform other duties as assigned by the Supervisor/ Manager.
