Job Summary B&A is seeking an OCIO IT Project Lead to serve as the ISaaS Technical Director and primary contractor point of contact for Government stakeholders. This role is responsible for leading the full lifecycle of complex IT and cybersecurity programs, including planning, execution, scheduling, cost performance, and delivery oversight across multiple concurrent projects. The position provides strategic and technical leadership for cross-functional contractor teams supporting federal cybersecurity and IT operations aligned with FBI policies, NIST Risk Management Framework (RMF), and other applicable federal standards. The IT Project Lead ensures successful program execution while managing risk, maintaining compliance, and driving operational excellence across all deliverables. Responsibilities Serve as the Technical Director and official point of contact for Government stakeholders Lead and manage all contractor teams supporting the ISaaS program Oversee multiple concurrent IT and cybersecurity projects from initiation through completion Ensure successful execution of program scope, schedule, cost, and performance objectives Provide technical direction and leadership to contractor personnel across multiple disciplines Develop, implement, and maintain Quality Assurance (QA) programs for all deliverables Manage full lifecycle funding, including forecasting, tracking, and reporting program financial performance Monitor call order execution, subcontractor performance, and funding utilization Conduct program analysis using enterprise tools and reporting systems Recruit, interview, hire, and onboard contractor personnel as needed Assign staff resources and ensure proper task alignment and execution Develop and deliver required program, departmental, and financial reports Identify risks, business threats, and system vulnerabilities affecting program operations Apply the NIST Risk Management Framework (RMF) to manage cybersecurity risk and incident response Coordinate cybersecurity operations and incident management to minimize risk to systems and data Develop and maintain Standard Operating Procedures (SOPs) in collaboration with Government stakeholders Support cybersecurity assessments and implement remediation strategies Build and maintain strong working relationships with Government program offices and stakeholders Ensure compliance with federal policies, procedures, and cybersecurity requirements Provide strategic guidance and technical expertise to program and project teams Drive continuous improvement in cybersecurity operations, workflows, and delivery efficiency Education and Experience Bachelor's degree in information technology, Cybersecurity, Computer Science, Engineering, or related field required Master's degree preferred Minimum 10+ years of experience in Information Technology project management within cybersecurity or federal IT environments Demonstrated experience managing large-scale, complex IT or cybersecurity programs from inception through completion Proven experience supervising and leading large teams of contractor or technical personnel Experience supporting federal Government agencies (e.g., DOJ, FBI, DoD, or equivalent) strongly preferred Strong background in cybersecurity operations, risk management, and IT infrastructure environments Experience developing project requirements, governance frameworks, and operational processes for enterprise programs Required Skills Strong leadership and team management across cross-functional technical teams Excellent verbal and written communication skills with ability to engage executive-level stakeholders Strong analytical and problem-solving skills with data-driven decision-making capability Experience managing multiple concurrent projects and competing priorities Deep understanding of IT project lifecycle management (initiation, planning, execution, monitoring, closure) Knowledge of cybersecurity frameworks including NIST RMF, DoD/Federal security standards Ability to assess risk, identify vulnerabilities, and implement mitigation strategies Strong organizational and financial management skills (budgeting, forecasting, reporting) Experience developing SOPs, QA processes, and operational governance structures Proficiency in stakeholder engagement and interagency coordination Ability to lead under pressure in fast-paced, mission-critical environments Certifications PMP (Project Management Professional) or equivalent project management certification (preferred) CompTIA Security+ (or higher cybersecurity certification) DoD 8570/8140 compliant certification (as applicable to role responsibilities) ITIL Foundation Certification (preferred) Any advanced cybersecurity certifications (CISSP, CISM, CASP+, etc.) are a plus Security Clearance Must be a U.S. Citizen Active Top-Secret clearance required SCI eligibility preferred (or required depending on program need)
