  • Full-time General Statement of Duties Under the direction of the Parks Superintendent, work activities in this position involve supervising and coordinating the activities of employees engaged in building and ground maintenance.
Such activities may involve but are not limited to: keeping buildings clean, maintaining and repairing buildings utility systems and physical structures, landscape maintenance, facility maintenance, and OSHA compliance. This position requires strong leadership and decision-making skills, as it operates with a high level of autonomy. Distinguishing Features of Positio An employee in this position is responsible for overseeing and participating in the duties of the maintenance division of the Parks and Recreation Department; executes the goals and objectives as they relate to turf management, irrigation, planting and cultivating trees, flowers, shrubs, and the custodial maintenance of parks of parks, buildings, grounds and equipment, minor construction, painting and repair of structures, machinery, plumbing and electrical repairs. Work involves OSHA safety enforcement of practices and procedures as they relate to workers' performance, equipment, structures, herbicides, insecticides, fertilizers, and custodial materials. Responsibilities include ensuring that work is performed on schedule through the provision of moderate technical instructions to subordinates and budget recommendations. Work is performed under the general supervision of the Parks Superintendent, and is evaluated through periodic conferences, observation, and quality of work. Duties and Responsibilities Plans, organizes, directs, and inspects the work of crews engaged in the regular maintenance of parks and grounds areas, facilities, and equipment. Responds to calls for emergency repairs or maintenance by conducting specialized repairs. Investigates vandalism and other damage to buildings and equipment to determine costs, needed repairs and reports information to Park Superintendent. Conducts playground equipment inspections. Participates in the care, maintenance and repair of parks structures, grounds, ball field preparation, equipment, and inspects work in progress. Operates light and heavy equipment, i.e., backhoe, tractor, truck. Mixes and works with cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents or similar solutions using normal and specialized protective gear. Interacts with a variety of organizations, such as athletic leagues, school officials, municipalities, etc. Solicits quotes, composes various specifications and interacts with various vendors. Procures and distributes supplies. Prepares written reports. Assists in budget preparation. Demonstrates continuous efforts to improve operations, decreases turnaround times; streamlines work process; monitors and assists Park Maintenance. Assistants in time management, completion of assignments and daily park maintenance. Participates and supervises the work of a crew in the safe operation of power and hand tools, edging, and weeding lawns, flower beds, and other landscaped areas; spreading seed and fertilizer; planting or removing flowers; operating, maintaining, and repairing in-ground sprinkler systems. Participates and supervises the work of a crew engaged in planting trees; preparing ground; determining which species of trees to plant and where to plant; watering and fertilizing new trees; using auger for tree planting; applying pesticides and herbicides by using mechanical and machine operated spraying equipment; evaluates park and parkway trees; inspects trees and trims trees as needed. Checks on emergency situations and assigns crew to remedy problems; assigns crews to perform regular maintenance work on City parks, trees, and facilities; inspects and reviews work performed; maintains and updates records of maintenance and construction work performed. Makes specific work assignments; evaluates performance; ensures work of crew is performed in a safe and efficient manner; trains subordinates in work methods and OSHA practices; prepares and submits reports concerning work performed, material and equipment usage, safety and other related matters. Conducts monthly and OSHA annual safety meetings, maintains all required OSHA records. Maintains MSDS books at all required locations. Works with HR department on record reporting, safe work practices and violations. Conducts monthly fire extinguisher and AED inspections, extinguisher placement and schedules annual extinguisher recertification. Make recommendations and remediate potential OSHA risks. Attends intra city monthly safety meetings. Communicates with Park Superintendent on weekly goals, personnel, and project development. Assists with snow removal and special events during weekend and evenings if not on prior approved leave via vacation, personal or sick time. Recruitment and Selection Good knowledge of landscape park maintenance methods, procedures, and materials, including planting and care of turf, shrubs, trees, and ground covers. Good knowledge of equipment, tools, safety practices and procedures used in park maintenance and repair work. Good knowledge of methods, procedures, equipment, and materials used in maintenance and repair. Good knowledge of janitorial methods and procedures required for park building maintenance and operation. Must possess good skills in the operation of hand and power tools, operation of power-driven machinery, operation of light and heavy equipment, application and use of cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents or similar solutions using normal and specialized protective equipment. Ability to supervise subordinates to perform effectively and efficiently. Ability to follow oral and written instructions. Ability to read, interpret work plans, sketches, and specifications. Ability to maintain work and operational records. Ability to work in a variety of weather conditions with exposure to the elements. Involves public contact, which requires exercising tact and diplomacy. Physical Requirements Work requires the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound. Visual acuity is required for close vision, distance vision, ability to focus, depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms-length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Workers are subject to inside and outside environmental conditions, noise, risk of electric shock, possible exposure to fumes or airborne particles, toxic or caustic chemicals, vibration, hazards, atmospheric conditions, and oils. Workers may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment. Education and Experience High School diploma or equivalent (required) Minimum of 2 years of landscaping, horticulture, carpentry, custodial maintenance, pm maintenance of park buildings, grounds, and equipment, electrical, plumbing, herbicide application; or an equivalent combination of education and experience. Prior successful management/leadership experience preferred. Special Requirements Possession of a valid Indiana Driver's License upon hire.
