BASIC FUNCTION
Under the direction of the Payroll Supervisor, perform a variety of responsible accounting clerical duties related to District classified and certificated payroll and related voluntary deductions and fringe benefits; process District accounts receivables; prepare, maintain and process a variety of financial and statistical documents, records and reports related to payroll, and benefits. EDUCATION AND EXPERIENCE
Any combination equivalent to: graduation from high school and three years of increasingly responsible financial record-keeping experience including at least one year of payroll-related experience using computerized accounting systems . Essential Duties
REPRESENTATIVE DUTIES AND RESPONSIBILITIES

Perform a variety of responsible accounting clerical duties related to District classified and certificated payroll, benefits and voluntary deductions; process payroll for regular, hourly and substitute certificated and classified employees. Collect, compile, match, total and verify accuracy and completion of a variety of complex financial, statistical and payroll documents and materials; correct and recalculate data as needed. Verify and post data from time sheets to time records; deduct pay for excessive absences; input payroll, absence data and pay deductions into the County computer system to produce monthly absence reports; process according to established procedures; follow up and resolve issues and concerns as necessary. Add and delete employees from the payroll system; determine proper coding of payroll forms for employee benefits, retirement contributions and other deductions; prepare and process a variety of payroll and benefits-related data such as W-4 changes, electronic fund transfers, insurance changes and address changes. Process District accounts receivable documents; prepare invoices for billings for various services and facilities use provided by the District; receive and process received payments and issue proper receipts. Assist in providing supporting documentation and/or information on internal processes that require audit. Assist with preparing reports (e.g. quarterly state and federal payroll taxes, state labor reports, benefit, gross to net calculations, etc.) for the purpose of providing written support and/or conveying information. Compiles payroll information related to work assignments for the purpose of providing required documentation and/or processing information. Informs other staff and/or outside parties regarding procedural requirements for the purpose of processing transactions. Maintains a variety of payroll information, files, and records for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelines. Prepares written materials and electronic payroll information for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal and/or administrative requirements. Processes payroll related data (e.g. time sheets, withholding information, etc.) for the purpose of updating information, authorizing timely payment, and/or complying with established payroll practices. Researches and implements the resolution of discrepancies with payroll, and/or benefit information and/or documentation (e.g. time sheets, leave times, payroll, benefit provider/s, withholding versus W4, salary status, etc.) for the purpose of ensuring accuracy of records, employee payments and adherence to procedures prior to processing. Responds to inquiries regarding payroll procedures (e.g. wage levies and garnishments, savings, contributions, direct deposits, etc.) for the purpose of providing necessary information for making decisions, assisting employees, taking appropriate action and/or complying with established fiscal guidelines. Operate a variety of office equipment including a computer terminal, typewriter, fax machine, printer, copier, postage machine and calculator. Maintain records for various payroll deductions to prepare quarterly tax reports; verify TSA warrants and transmittals to reconcile with payroll reports and distribute according to established procedures. Operation of a computer terminal and data entry techniques. Correct English usage, grammar, spelling, punctuation and vocabulary. District organization, operations, policies and objectives. ABILITY TO
Perform a variety of responsible accounting clerical duties related to District classified and certificated payroll and related deductions and fringe benefits. Process District accounts receivables. Perform a variety of accounting clerical duties involving independent judgment and initiative. Apply and explain laws applicable to payroll, STRS, PERS and Social Security. Maintain accurate financial and statistical records. Verify, balance and adjust accounts. Prepare, verify, process and control an assigned major payroll. Monitor, adjust and reconcile payroll data. Apply and explain policies, procedures, rules and regulations. Operate a computer terminal to enter data, maintain records and generate reports. Work independently with little direction. Meet schedules and timelines. Plan and organize work. Establish and maintain cooperative and effective working relationships with others. Type accurately at an acceptable rate of speed.
