Job Description
Under basic supervision, the Water Distribution Worker performs routine manual labor in the construction, maintenance, and repair of the water distribution system and related facilities. This is an entry-level classification focused on supporting day-to-day operations while learning the trade. Work is performed under close guidance, typically alongside senior or lead workers, with minimal independent judgment. The incumbent assists with basic tasks to help ensure the safe and efficient operation of the water distribution system and contributes to overall system functionality through hands-on fieldwork in maintenance and repair activities. Essential duties and responsibilities may include, but are not limited to the following: Read and record customer water meter usage. Perform routine customer service tasks, including turning water service on and off. Respond to customer inquiries and complaints and assist with documenting findings. Perform maintenance, cleaning, replacement, and basic repair of water meters, meter boxes, lids, and related components. Perform basic water leak checks and assist in locating and reporting potential leaks. Operate fire hydrants to flush water mains and perform pressure and flow tests. Assist with the installation, maintenance, and repair of water system infrastructure, including mains, valves, hydrants, and service connections. Assist with drilling, tapping, and connecting to water mains under the direction of senior staff. Assist with excavation and backfilling of trenches and work areas in accordance with established safety procedures. Assist with minor concrete, asphalt, carpentry, or welding work related to water system maintenance. Set up and maintain traffic control devices to ensure safe work zones. Perform basic inspection, cleaning, and servicing of assigned tools, vehicles, and equipment. Support emergency and after-hours response activities on a rotational basis as assigned. Perform other duties of a similar nature and level as assigned. Safely operate City vehicles and equipment.
Education and Experience:
High school diploma or GED equivalent and one (1) year of water distribution experience. Possession of a California State Water Resources Control Board Distribution/Treatment Grade I certification or higher may substitute for one (1) year of required experience. License(s)/Certifications:
Must possess a valid California class "C" driver's license at the time of hire and maintain it throughout employment with the City of Victorville. Must obtain a California State Water Resources Control Board Distribution Grade I certification within twelve (12) months of employment. May be required to obtain a Class A Commercial Driver's License.Knowledge Of:
City policies, procedures, standards, and specifications governing water distribution operations. Water distribution systems, equipment, and materials used in maintenance and repair activities. District boundaries and infrastructure asset locations, such as meters, valves, and hydrants, etc. Confined space entry protocols, including permit-required and non-permit spaces. Basic construction methods, including wood, concrete, and asphalt repair. Operation and maintenance of gas- battery

Skill and Ability To:
Provide courteous customer service by relaying information and assisting with basic inquiries. Communicate clearly and respectfully when interacting with the public. Work effectively as part of a crew under supervision. Follow directions and maintain cooperative working relationships with coworkers and supervisors. Safely operate hand tools and assist with the operation of power-driven equipment under guidance. Perform routine maintenance and repair tasks on water distribution infrastructure. Apply safe work practices and follow established job site safety procedures. Enter basic work order information and timekeeping data into software systems. Read and interpret simple maps, plans, and logs with guidance. (Must be performed with or without reasonable accommodations) This position primarily works in an outdoor environment and is exposed to weather conditions such as wind, heat, cold, and rain. Positions in this class require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and performing repetitive motions, with or without reasonable accommodation.Very Heavy Work:
Exerting in excess of 100 pounds of force occasionally (up to 1/3 of the workday), in excess of 50 pounds of force frequently (1/3 to 2/3 of the workday), and in excess of 20 pounds of force constantly (2/3 or more of the workday) to move objects. Physical demands exceed those defined for Heavy Work. Incumbents frequently work near moving mechanical parts, occasionally work in high or precarious places, and may be exposed to electrical hazards. Incumbents must be able to see and hear within the normal range, with or without correction, and communicate verbally and in writing with clarity and effectiveness sufficient to be understood.
