Duties Help As aProcurement Analyst, you will: Be responsible for effective and efficient management of WAPA•wide acquisition programs such as the Government Purchase Card Organizional Program Coordinor, cegory management and stregic sourcing, contracting officer's warrant, contracting officer's representive, acquisition career management, small business, procurement systems, supply chain risk management, and other primary or alterne programs for effectiveness and legal compliance. Develop and/or provide interpretion and guidance to WAPA Procurement staff on procurement policies, practices, and procedures. Conduct independent reviews of headquarter and regional office's procurement actions to ensure compliance with all federal and agency laws, directives, regulions, policies, and procedures. Perform local site reviews and coordines for actions subject to and selected by DOE for business clearance. Provide review and coordinion of procurement documents requiring a higher level of management review or concurrence. Independently perform as a liaison to headquarters or regional procurement offices providing guidance and assistance to procurement and program staff on procurement requirements. Federal Acquisition Contracting-Certificion (FAC-C) (Professional) via the Federal Acquisition Institute (FAI) , or Defense Acquisition Workforce Improvement Act (DAWIA) via the Defense Acquisition University , current certificion is required upon selection and must be maintained by the incumbent. 2. At least 4-years experience in contracting or reled positions. At least 1 year of th experience must have been specialized experience as described in B below.
AND 3. A
4-year course of study leading to a bachelor's degree , th included or was supplemented by least 24 semester hours in any combinion of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitive methods, or organizion and management.•OR•
Exceptions:
Employees in GS-1102 positions considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions the same grade in the same agency or other agencies if the specialized experience requirements are met. B. SPECIALIZED EXPERIENCE REQUIREMENT
A qualified candide's online applicion and resume must demonstre least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as experience in utilizing acquisition-reled techniques and systems to perform procurement analysis to meet ALL the following: Conducting pre-award and post•award independent reviews for any of the following contracts: architect-engineer services, supply, equipment, IT, or support services. Researching and interpreting Federal laws, regulions, and stutes, as well as local directives, procurement regulions, policies, or guidance. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through Nional Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizions. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience th transles directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages. Promotion Potential:
