Job Description Reports to the
Planning Yard Design Section Manager:
As the liaison for the Design Manager/Section Manager, this role is responsible for ensuring information exchange with stakeholders occurs to execute assigned work. Operating under the BIW Business Operating System (BOS), this position ensures delivery of superior Life Cycle Services for multiple DDG 51 ships in the fleet. Responsible for monitoring compliance with applicable procedures, practices, quality assurance policies, information technology policies, performance standards and specifications. Interacting daily with the 1st and 2nd shift design floor and supporting organizations to interpret their needs and requirements. Perform overall quality control of the work (budget, schedule, plans) and report regularly on project status. Interacting daily with the design floor to interpret their needs and requirements. Work with Workleader/Mentors on both shifts. Weekly metrics analysis and report creation/maintenance. Support Program Review actions with research, presentation development, and report creation.
Key Responsibilities Safety Leadership:
Promote a culture of proactive safety awareness and accountability across the team. Ensure safe workplace conditions and compliance with company safety standards. Maintain regular communications with staff as it relates to ergonomic and Ship check safety.
Program Execution:
Responsible for maintaining an integrated schedule for multiple projects. Interfaces daily with internal and external customers. Holding regular meetings to ensure that everything is going according to time and budget restrictions. Responsible for preparing, scheduling, coordinating and monitoring the assigned engineering projects. Develops ROM (Rough order of Magnitude) and GAF (Growth Authorization Form) design estimates. Enters own time accounting records in accurately and ensures required LMS training are completed ahead of schedule. Create and maintain own Plan of the Week (POW) to ensure schedule fidelity and responsiveness to operational needs and team goals.
Operational Management:
Manage all aspects of BIW Design team activities, including workforce performance, and resource utilization in accordance with BIW Standard Operating Procedures. Regularly communicate progress on issues with Design team leadership, including any overlap with 2nd shift counterpart and support teams. Monitors cost, schedule, and quality metrics to identify employee development opportunities. Provide guidance and direction across the team for process, policy and technical issues. Work with the Section Manager to evaluate workload requirements. Be aware of and work in accordance with the BMDA labor contract as applicable.
Team Collaboration and Communication:
Provide technical support to the Design team, supporting day-to-day operations and long-term planning. Actively participate in daily, productive musters, utilizing the BOS to elevate any issues through the tiered muster system. Support development of personnel, staffing plans, and critical skill maintenance. Foster collaboration between engineering, design, planning, and external customers.
Stakeholder Engagement and Business Development:
Request and ensure incorporation of stakeholder comments to design products. Initiate and support waste and growth initiatives within our team.
Continuous Improvement:
Champion BOS principles and productivity enhancements across the Design floor. Review quality metrics and investigate/research and report on opportunities to improve within our Design process. Performs root cause analysis and creates corrective action plans for identified design issues, leveraging the A3 BIW Process as required.
Required/Preferred Education/Training Required:
Bachelor of Science Degree in technical, business field or 5 years of job-related experience. Intermediate to advanced level in Microsoft Office Applications (Word, Excel, Access and Outlook).
Preferred:
AutoCAD training/experience.
LEAN SIX
Sigma training. Programming experience.
Required/Preferred Experience Required:
Ability to communicate effectively (verbal & written) at all levels of the company and customers. Excellent organizational and planning skills. Proven ability to foster a constructive and motivated work environment based on teaming. Proven ability to work in a dynamic, fast paced, rapid response technical environment. Occasional travel may be required. This position requires you to be able to obtain a government security clearance. You must be a US Citizen for consideration, and you must be able to obtain an interim security clearance within the first 45 days of hire. Preferred:
Familiar with ship specifications as related to design requirements. Working knowledge of the BMDA collective bargaining agreements. Working experience with Earned Value Management. Experience with Navy post-delivery Engineering and Design efforts.
