JOB SUMMARY
Jefferson County is seeking a well-qualified Property Appraiser Manager for its Tax Assessor's Office Birmingham. Property Appraisal Managers are upper level departmental leaders who are responsible for supervising the inspection of properties (real and/or personal) and estimating property values for tax assessment purposes on behalf of Jefferson County. Employees are responsible for reviewing the work of subordinate appraisers and auditors, staying abreast of relevant market trends, developing departmental policies/procedures, administering a departmental budget, and appearing in court as an expert witness when necessary. Employees in this position work primarily in an office setting, and must maintain an Alabama Certified Appraiser (ACA) License.

QUALIFICATIONS
The following are job-related qualifications required for employment consideration for this position. Driver's license. Alabama Certified Appraiser (ACA) of Personal Property through the Alabama Department of Revenue/Auburn University Government & Economic Development Institute. Experience performing supervisory duties (e.g., training, delegating, disciplining, evaluating). Experience using Computer Assisted Mass Appraisal (CAMA) software (e.g., Capture, E-Ring). Experience maintaining and/or facilitating property tax abatements. Experience conducting mass appraisals on personal property in a government setting to include government abstracts (i.e., snapshot of real/personal property within the jurisdiction for a given tax year).
TARGETED QUALIFICATIONS
The following are job-related qualifications deemed desirable by Jefferson County. These qualifications may be considered by the department when reviewing applications and inviting candidates to participate in subsequent steps in the selection process. Experience with Alabama Tax Code section title 40. Work experience analyzing and auditing property or assessment-related data or reports.
TYPICAL JOB DUTIES
Performs administrative duties (e.g., writing reports, maintaining files, drafting mail correspondence, communicating information, providing assistance) related to property appraisal in order to maintain efficient departmental operations. Gathers evidence and reviews documentation (e.g., income and expense statements, private appraisals, deeds, liens, mortgages, market trends, attorney general opinions, case law, blueprints, sketches and drawings, legal descriptions) in order to obtain relevant information related to citizen protests of assessed property values and/or related court cases. Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training. Develops and/or participates in the development, interpretation and/or implementation of goals, objectives, policies, procedures, and/or laws in order to provide direction, vision, and operational standards for the department. Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines. Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
PHYSICAL DEMANDS
Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional light lifting of items or objects weighing up to 25 lbs.
WORK ENVIRONMENT
Work is conducted primarily indoors in an office setting with occasional field visits to external places of business, residence, or construction worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc.
