Job Summary This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. This position exists to provide quality assurance oversight of fiscal operations, data reporting, and compliance for allocations and grants managed by the Grants and Allocations Unit. The role ensures adherence to internal policies, state and federal regulations, promotes audit readiness, mitigates financial risk, and provides training and technical support for the Enterprise Grant Management System (EGMS) and Interface Warrant Processing System (IWP). Responsibilities include but may not be limited to: Conduct quality assurance monitoring of fiscal operations, allocations, and reporting to ensure compliance with policies, regulations, and grant requirements. Provide technical guidance and oversee the development and maintenance of Standard Operating Procedures to support compliance and continuous improvement. Oversee and support financial and grant management systems to ensure accuracy, reliability, and effective user support. Maintain and organize fiscal documentation to support audit readiness and ensure compliance with internal, state, and federal requirements. Qualifications Minimum Qualifications •To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.•Two (2) years of professional experience developing or implementing quality assurance monitoring of fiscal operations.Experience must demonstrate:
Professional accounting knowledge with a working understanding of Generally Accepted Accounting Principles (GAAP) and/or governmental accounting practices, including work within financial management systems. Development, maintenance, and/or updating of Standard Operating Procedures (SOPs) to support consistent business processes, internal controls, and/or compliance requirements. Review of quality assurance findings, identification of trends or compliance concerns, and/or development of recommendations for process improvement and/or operational efficiency. Technical and/or analytical skills, including use of Microsoft Excel and data tools such as Power BI, Tableau, or similar business intelligence platforms to analyze financial data, identify trends or discrepancies, support reporting or decision-making activities. Knowledge of audit, compliance review, or quality assurance processes, including preparing documentation, responding to inquiries, and/or ensuring adherence to federal, state, contractual, or organizational requirements. Analysis and/or interpretation of financial data to identify discrepancies, risks, compliance concerns, or opportunities for operational improvement. Preferred Qualifications Grant accounting experience, including knowledge of grant lifecycle processes and compliance requirements. Experience evaluating complex financial reports and data for compliance, including interpreting and applying federal regulations, state statutes, contract requirements, and internal policies. Review outgoing emails in the shared inbox to ensure timely response and completion. Strong communication and training skills, with the ability to clearly explain complex fiscal concepts, develop guidance materials, and deliver effective presentations. Proven ability to manage competing priorities in a fast-paced, deadline-driven environment while maintaining accuracy and attention to detail. Demonstrate ability to work effectively with diverse teams, partners and clients, fostering collaboration across varying backgrounds, perspectives, and organizational levels.
