FTE JOB DUTIES
The Rehabilitation Services Director is responsible for coordinating and directing all rehabilitation services for the care of patients throughout the West Hawaii Region. Through this rehabilitation management, the position will be able to accurately assess patients' therapy programs, oversee staffing and program development, and review billing and reimbursement for the care provided. This position may be required to work shifts, weekends, and holidays. Manages the daily operational activities of the Rehabilitation Services Unit, which comprises Physical Therapy, Occupational Therapy, and Speech Therapy programs and staff, rehab aide staff, equipment, and supplies. Provides a safe and efficient Rehabilitation Services environment. Assures department compliance on an ongoing basis with all regulatory requirements. Makes operational decisions based upon sound financial principles and validated data. Attends appropriate meetings and programs within the hospital. Designs and implements plans to measure, report, and improve all aspects of JCAHO and other regulatory agency requirements. Holds staff accountable for regulatory compliance and monitoring activities. Participates actively in facility-wide quality improvement activities Determines and maintains the optimal staffing levels, utilizing creative staffing patterns to assure the highest level of customer service and patient care most cost-effectively.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE
Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION
A Bachelor's degree from an accredited college or university in Speech and Hearing, or a graduate of a school of Physical Therapy recognized by the U.S. Department of Education or the Council on Post-Secondary Accreditation, or a graduate of a school of Occupational Therapy approved by the American Occupational Therapy Association, Inc., in collaboration with the American Medical Association.
EXPERIENCE
Three and one-half (3-1/2) years of responsible professional administrative experience in the management of rehabilitation programs.
Supervisory Experience:
One (1) year of supervisory work experience which demonstrated the applicant's knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.
DESIRED SKILLS
Ability to assimilate data and formulate sound assessments, conclusions, and judgments in carrying out management functions, i.e., planning/organizing, directing/implementing, controlling/supervising, communicating, and evaluating. Demonstrates ability for budget preparation and associated math skills. The employee must be able to initiate and maintain working relationships with members of the medical staff, administration, nursing, and other units and agencies affiliated with the hospital, facility in dealing with the developing policies and procedures experience of documented evidence of competence in the area of practice, administration, and/or leadership skills; knowledge of The Joint Commission requirements, and those of other Federal, State, or private regulatory/review organizations with which the hospital interacts. Ability to communicate well with individuals at all levels; work as a team member, show management, leadership, decision-making, interpersonal, and communication skills.

Applicants must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under the federal law for unrestricted employment and at the time of appointment intend to reside in the State of Hawaii during the course of employment with the Hawaii Health Systems Corporation.

MEDICAL/PHYSICAL EXAMINATION REQUIREMENT
Offers of employment will be contingent on successfully passing a pre-employment physical examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, two-step tuberculosis (TB) screen. The cost for physical examinations, except the cost for drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation.

Applicable checks will be conducted periodically, and any associated costs may be borne by the applicant. Applicable checks may include, but are not limited to, state and federal criminal history records, child abuse and neglect registry check, adult protective services registry and sex offender registry records, etc. If a job offer is made or employment is begun prior to completion of all applicable checks, any offer of employment or continued employment is contingent upon satisfactory return of all required checks.

Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
