RINK OPERATIONS & MARKETING MANAGER PARKS & RECREATION POP WHALEN
Position Purpose:
Provides comprehensive administrative, financial, operational, and supervisory leadership for the Pop Whalen Ice and Arts Center. Responsible for directing and coordinating all aspects of facility operations, including budgeting, revenue generation, asset management, maintenance, programming, marketing, and user group relations. Ensures safe, efficient, and financially sustainable operations while maximizing facility usage and community benefit. Works collaboratively with all Parks & Recreation divisions to support programs, events, and strategic initiatives. Reports directly to the Director of Parks & Recreation and/or Town Manager.
Essential Functions :

The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.) § Oversees the planning, maintenance, and operations of the Pop Whalen Ice and Arts Center, further referred to as "the Facility". § Organizes meetings with user groups to develop and maintain a master schedule and corresponding contractual agreements for usage of the Facility. § Strategically evaluates operating expenses and revenues to ensure sustainable and safe operations in collaboration with Parks and Recreation Director. § Develop, implement, updates, and manages Asset Management Plans for capital equipment utilized in operation of the Facility. § Promote and secure dasher board advertising to achieve budgeted revenue goals and process sales and renewal contracts. § Prepares and administers operating budget and capital projects, tracks statistics and revenues, and recommends fees and budgets for the Facility. § Prepares monthly and annual reports, maintains records and files on all activities and statistics. § Works to establish collaborations with community organizations, committees and boards; attends various meetings. § Implements the strategic direction for the Facility as set by the Director of Parks & Recreation and sets priorities based on need, trends, demands and industry standards; maintains annual and multi-year focus for projects, funding, and fees. § Creates and implements marketing plans and tools to include sales of advertising, press releases, community presentations, and the like. § Establishes off-season programming and/or alternative use options to further utilize the Facility as a means of generating interest and additional revenue. § Creates, revises and implements operational policies, procedures, and protocols to manage risk exposure and meet high customer service standards. § Supervises, assigns, schedules, staff and the staffing levels necessary for the efficient operation of the Facility. § Attends educational conferences and training sessions offered by professional organizations to maintain professional certification. § Inventories and purchases supplies related to the Facility (concessions/pro shop). § Obtain and hold a food service license for Facility. § Assists with Special Events and programming in the Parks and Recreation Department. § Performs similar or related work as required, directed or as situation dictates.
Recommended Minimum Qualifications:
: Bachelor's Degree in Business Management, Public Administration, Parks and Recreation or a relatable field; five to eight years' of progressively responsible experience in management, including financial, supervisory experience. Ideal candidates shall have experience in the oversight of a public/municipal recreational operation with programming and facility management skills. Possession of a motor vehicle operator's license is required. :
Knowledge:
Knowledge of how operational decisions of the Facilities must be effectively communicated with user groups. Communication has a profound impact on the ideals of recreation, including diverse offering and opportunities for activities which constitute community recreation programs and associated human services offerings. An understanding of State, Federal safety and handicap (ADA) compliance obligations and the maintaining thereof.
Ability:
Ability to plan, organize, supervise, and evaluate the efforts of subordinate personnel, to prepare. Analyzation and administration of budgets, and revenue projections through prepared written and oral reports are critical. To keep records is essential. Ability to listen, establish and maintain effective relationships with Town officials, Town employees, community groups and the public is considered an essential function of this position.
Skill :
Skills in the use of computers and software as well as familiarity with internet and e-mail functions are required. Strong communication skills are required. Excellent Customer Service and organizational skills.

Ability to view computer screens and work with details for extended periods of time. Must be able to communicate written and verbally. Vision and hearing at or correctable to normal ranges.

Supervision Scope:
Performs all operational duties under very little supervision. Must exercise independent judgment on a daily basis.
Supervision Received:
Works under the direction of the Parks and Recreation Director and/or Town Manager.
Supervision Given:
Supervises employees, contractors, vendors, and volunteers of the facility.
Job Environment:
§ Regularly required to walk, stand, sit, talk, see and hear; operate objects, tools, or controls; climb or balance; stoop, kneel, crouch or crawl; reach with hands and arms May move objects weighing up to 60 pounds. Must be able to communicate. § Operates computer, telephone, facsimile machine, copier, calculator, and other standard office equipment. Operates a motor vehicle. § Employee has frequent contact with the general public, other town departments, Parks and Recreation organizations and, varied community and sports groups. Contacts are in person, by telephone, and by email and involve an information exchange dialogue. § Employee has access to confidential material regarding personnel and medical records and issues. § Errors could result in adverse public relations, injuries to self, other employees or the general public, damage to the building and equipment, reduction in the level of service and have legal and/or financial repercussions for the town. § This is a 40-hour per week, salaried position, with variable hourly shift requirements to accommodate the programming and event schedule of the Facility.
