Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 4/13/26 and 4/20/26. First consideration will be given to applicants working in Building and Planning in a position covered by the 1553 CBA; second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to all other applicants, including the public. The position allocated to this class performs technical work involving the processing and coordination of projects and/or permit applications related to construction or land use, in accordance with applicable codes and office policies and procedures. Work includes public liaison and contact work to develop effective relations and resolve operational problems as required. Work performance is evaluated by the effective processing of assigned projects. Project Coordinator 1 positions are technical, entry level, uncertified positions. Project Coordinator 2 positions are technical, certified positions. Duties of Project Coordinator 1 differ from the duties of Project Coordinator 2 in the level of code/process knowledge applied to projects. Under close supervision, a Project Coordinator 1 will generally process routine plumbing & mechanical permits, and small residential accessory buildings. As experience and knowledge are obtained, duties will include processing/plan review of more difficult assigned projects under close supervision. A Project Coordinator 2 will exercise independent judgement under general supervision; duties and responsibilities will include all aspects of project processing, assigned plan reviews, environmental reviews, and/or commercial project review and coordination, as assigned.Job Description:
ESSENTIAL JOB FUNCTIONS
Assists customers, the public, staff, builders, developers, citizens/citizen groups and/or agencies in general in their need to understand construction code requirements, ordinances, procedures, policies and practices as it pertains to construction permitting and processes. Processes routine permits; take in and gather all application materials; researches and reviews property information to verify legal description, tax parcel, owner/occupant, property address, and verifies jurisdictional boundaries; checks records for any previous land use actions, building permits, etc.; determines whether all required site details are included in the application submittal for completeness; processes applications and issue approvals once all requirements are met; and sets up, organizes and maintain files. Explains fee and routine technical information, assists customers in completing applications as needed; determines fee amounts; and ensures applicants have paid the appropriate fees prior to proceeding with project review. Performs other related tasks such as prepares information and updates various logs; prepares title notices and records documents with the County Auditor; researches files/documents in processing public records requests; researches ownership and legal descriptions to verify location of construction; responds to media requests for information/interviews; assigns street addresses for incoming projects and for plats; coordinates certain compliance actions as assigned; develops and/or uses electronic production procedures using PC systems and programs; drafts, implements and accomplishes approved work programs; and performs site visits for proposals when appropriate. Provides the public with information about pertinent codes and ordinances; directs the public to supervisory and/or other technical staff in more difficult interpretations; and refers the public to other County departments as appropriate. Maintains effective working relationships with supervisors, agencies, individuals and department employees. Provides positive customer service; keep public areas clean. Performs other related duties as required/assigned.EDUCATION AND EXPERIENCE REQUIREMENTS
High School diploma or GED equivalent, and Three (3) years of experience in technical and/or clerical work related to the building permit issuing process. Course work or training in construction, building permit processing or building codes enforcement may be substituted, year for year, for the required experience. No certification requirements upon appointment. It is desired for an appointee to successfully obtain ICC Building Inspector, Plans Examiner, or an equivalent certification within three (3) years of appointment.NOTE:
Once ICC Building Inspector, Plans Examiner, or an equivalent certification is successfully obtained the incumbent will be advanced to a Building and Planning Project Coordinator 2 once the minimum training and experience requirements for that classification is met as affirmed by the Department/Division Head.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the residential and commercial building permit application process. Knowledge of County and state regulations impacting construction and land development. Knowledge of the principles, methods, practices and procedures necessary to perform the duties of the position. Knowledge of customer service techniques. Knowledge of phone etiquette. Knowledge of modern office practices and procedures. Knowledge of grammar, spelling and punctuation. Knowledge of file maintenance techniques. Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction. Skilled in establishing and maintaining effective working relationships at all organizational levels and with the public. Skilled in answering phones and greeting customers. Skilled in applying effective customer service techniques. Skilled in performing mathematical calculations. Skilled in using office equipment such as phones, copiers, calculators and fax machines. Skilled in creating and maintaining filing systems. Skilled in using computer and related software applications. Ability to provide information about the permitting, land development, and complaint process in a pleasant and courteous manner. Ability to read and understand plans and specifications for proposed building construction projects. Ability to classify buildings accordingly to building type and occupancy group under the Building Code. Ability to present ideas effectively both orally and in writing. $60,029- $83,616 Annually Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave).
