Position Description About the Company Palacios Marine & Industrial (PMI) is an industrial services contractor serving petrochemical, refining, power, manufacturing, and infrastructure clients. PMI provides scaffolding, insulation, coatings, fireproofing, abatement, industrial cleaning, and supporting mechanical and civil services. Position Overview We are seeking a Regional Manager to lead PMI's Houston region with full accountability for safety, people, client relationships, project execution, and financial performance. This leader will develop and execute the regional operating plan, maintain accurate revenue, backlog, and workforce forecasts, drive profitable project delivery across multiple industrial sites, develop field leadership, and expand PMI's position with existing and prospective clients.
Requirements:
Key Responsibilities Lead day-to-day operations across the Houston region, ensuring each project is executed safely, meets PMI and client quality requirements, remains within scope and schedule, and achieves committed financial results. Own the regional operating plan and P&L, including revenue, gross margin, backlog, overhead, billing readiness, cash conversion, and corrective actions when results deviate from plan. Maintain accurate rolling forecasts for revenue, labor, equipment, and project completion; review job costs, productivity, estimated cost at completion, WIP, billing readiness, and margin fade. Ensure disciplined estimating-to-operations turnover, pre-job planning, scope and contract review, schedule development, change management, and project closeout. Allocate labor, equipment, rentals, and subcontractor resources across projects while controlling overtime, per diem, idle time, and avoidable cost. Partner with estimating, sales, and executive leadership on pipeline planning, bid strategy, project handoff, and sustainable growth; maintain strong client relationships and identify opportunities to expand PMI's services. Recruit, lead, mentor, and hold accountable project managers, superintendents, supervisors, and field leadership; build succession plans and regional bench strength. Ensure compliance with applicable safety, quality, client, and regulatory requirements and maintain clear authority to stop work when conditions are unsafe or execution risks are uncontrolled. Use PMI's operating systems and KPIs to provide accurate updates, lead regular business reviews, drive continuous improvement, and promptly escalate material safety, client, schedule, staffing, or financial risks. Working Conditions Based in Houston, Texas, with frequent field presence and local or regional travel to client sites. Ability to work in both office and active industrial environments, comply with client site-access requirements, and wear required personal protective equipment. Required Qualifications 10+ years of progressive experience in industrial construction or services, including at least 5 years leading multiple projects, a business unit, or regional operations. Demonstrated accountability for P&L performance, job-cost management, revenue forecasting, workforce planning, and the simultaneous execution of multiple projects. Strong leadership, communication, organizational, and client relationship management skills, with the ability to establish expectations and hold teams accountable. Proficiency in project management, job-costing, and operational reporting systems, with the ability to make timely, data-informed decisions. Ability to travel locally and regionally as needed; valid driver's license and ability to obtain and maintain TWIC and required client-site access. Preferred Qualifications Bachelor's degree in construction management, business, or related field, or equivalent combination of education and relevant experience. Multi-craft experience across PMI's service lines, including scaffolding, insulation, coatings, fireproofing, abatement, industrial cleaning, mechanical, or civil construction. Proven record of improving operational and financial performance, developing leaders, and growing customer relationships. Knowledge of industrial safety, quality, regulatory, and contract compliance requirements. Experience in petrochemical, refining, chemical, power generation, or other heavy industrial markets.
