PRIMARY RESPONSIBILITIES
The Applicant will be responsible for identifying and pursuing new business by serving as the primary liaison to prospective clients/customers while supporting a lead capture manager executing the full business development life cycle process across multiple simultaneous opportunities. Performance evaluations will be based on individual and team success in winning new business and bringing in revenue that contributes to the bottom-line. The successful Applicant will identify new business opportunities that fit the organization's strategy, develop and maintain prospective customer relationships, understand customer problems, issues, and constraints, and develop winning solutions. The Applicant should be able to leverage customer relationships and personal experience in assessing potential business opportunities, qualify them as meaningful opportunities, and work with professional capture managers to win new business. The Applicant will also be expected to identify capability gaps, emerging requirements, perform market and economic analysis, conduct business intelligence, and develop solution concepts in accordance with requirements that can be executed at reasonable profit. More specifically, the business developer will:- proactively identify new business opportunities
- perform market research to qualify new business opportunities, including analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses
- support overall strategic planning and linking pursuits/capture activities which support the business development metrics for pipeline, awards, and revenue
- meet with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
- serve as the lead for call plan development and execution and provide detailed reports for follow-up activities
- participate in business development planning and review activities, to include periodic pipeline reviews, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, and proposal reviews
- brief capture status to senior management at specified milestones in the capture process and when material changes occur
- collaborate with other business developers, technical staff, and management to support cross enterprise objectives and customer engagement
- interact routinely with all levels of management, infrastructure/support staff, and customers as needed in identifying new opportunities and executing capture and proposal efforts
- conduct after action reviews for business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions The Applicant is expected to exercise sound judgment within broadly defined practices and policies and display a high degree of tact and diplomacy.
REQUIRED QUALIFICATIONS
The Applicant must have a proven track record of successful business development in the US Federal market at a variety of acquisition sizes over the last 3-5 years.Applicant must also have:
- relevant customer knowledge and relationships
- experience with solutions development to satisfy Federal customer requirements
- an understanding of business financials in the federal government market
- access to multiple government BD-sites (SAM.gov, GovWin, DACIS, etc.)
- Microsoft Office proficient (Outlook, Word, PowerPoint, Excel, Project)
- Bachelor's degree.
DESIRED QUALIFICATIONS
A deep understanding of federal government buying habits, to include: o experience with US government budget, investments and acquisition processes o an understanding of different contract types to include: IDIQ, BPA, CRADA, OTA, Commercial instruments as well as CLIN structures that include FPIF, CPIF, FPAF, CPAF, FFP, FPLOE, T&M, CPFF, CR and other types. o Government budgeting practices (PPBS, POM preparation, MDEP mgmt.) o defense Acquisition Level III Program Management Certification, or PMP o experience with calculating Independent Government Cost Estimates (IGCE), Basis of Estimates (BOE) and Bill of Materials (BOM) A deep understanding of teaming-approaches to include: o experience with subcontracting to include creating teaming agreements, vendor relationships, service level agreements, and contractor teaming arrangements o working knowledge of NAICS and PSCs for teammate selection and evaluation Experience in program execution either on technical staff or as a program/project or line manager with emphasis on: o three or more years of successful program/project management experience o profit and loss management experience of an organization valued over $50MIL o Solutions Architect or Technical Fellow experience o five or more years of on program or technical staff Demonstrated leadership skills to include: o experience managing a large pipeline of business development opportunities o experience developing, organizing, and executing significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, respond and win business with new and existing customers o experience gaining internal support, operating independently with limited supervision and feedback, and establishing a solid working relationship with line program staff, management, and business development peers across the company.Pay:
$180,000.00- $250,000.
