Job Description
Cheshire County EMS is accepting applications for the position of Deputy Chief of Clinical Services. The Deputy Chief of Clinical Services is a senior command-level position responsible for the clinical oversight, quality improvement, education, professional development, and continued advancement of clinical practice within Cheshire County EMS. This position provides an opportunity for an experienced EMS leader to have a significant role in the continued development of a growing regional EMS system. The successful candidate will work closely with the Chief of EMS, Medical Director, Deputy Chief of Operations, command staff, field personnel, hospitals, educational partners, and regional stakeholders to ensure CCEMS continues to provide high-quality, evidence-based emergency medical care.
ABOUT CHESHIRE COUNTY EMS
Cheshire County EMS is a regional, county-based emergency medical services agency headquartered in Swanzey, New Hampshire. CCEMS provides emergency ambulance response, paramedic intercept services, interfacility transportation, and regional mutual-aid coverage throughout Cheshire County and the surrounding area. The organization responds to more than 6000 incidents annually and operates a diverse EMS system serving rural communities across a broad geographic area. The agency maintains a strong emphasis on progressive clinical care, education, professional development, quality improvement, and regional collaboration. As CCEMS continues to grow, the Deputy Chief of Clinical Services will play an important role in developing the systems, personnel, and clinical programs necessary to support that growth.POSITION SUMMARY
Under the direction of the Chief of EMS, the Deputy Chief of Clinical Services provides executive-level oversight of the clinical functions of Cheshire County EMS. The Deputy Chief serves as the principal clinical administrative officer of the department and works collaboratively with the agency Medical Director to promote safe, effective, consistent, and evidence-based patient care. The position is responsible for developing and maintaining systems for clinical quality assurance and improvement, provider competency, education, credentialing, clinical policy development, protocol implementation, and professional development. The Deputy Chief also serves as a member of the CCEMS command staff and participates in organizational planning, personnel development, strategic initiatives, operational decision-making, and the overall administration of the department.PRIMARY RESPONSIBILITIES
Responsibilities include, but are not limited to: Provide leadership and administrative oversight of the agency's clinical services and clinical development programs. Work closely with the Medical Director to maintain and continuously improve the quality of patient care provided by CCEMS personnel. Develop, administer, and evaluate the agency's Quality Assurance and Quality Improvement program. Conduct and coordinate clinical case review, trend analysis, documentation review, and performance improvement initiatives. Identify clinical trends, educational opportunities, system deficiencies, and opportunities for improvement. Develop measurable clinical performance indicators and assist the organization in using data to evaluate patient care and system performance. Coordinate implementation and education related to New Hampshire EMS protocols, agency clinical guidelines, standing orders, and changes in clinical practice. Oversee clinical credentialing, competency verification, remediation, and provider development processes. Assist with the development and maintenance of field training, orientation, precepting, and continuing education programs. Provide clinical mentorship and professional development opportunities for EMTs, AEMTs, Paramedics, field training personnel, and agency officers. Develop and coordinate continuing education designed to address both regulatory requirements and identified clinical needs. Participate in review of complex, high-risk, unusual, or clinically significant patient encounters. Work collaboratively with area hospitals, receiving facilities, EMS agencies, educators, and healthcare partners to improve continuity of care and regional EMS performance. Assist with review and development of clinical policies, procedures, equipment specifications, medications, and treatment practices. Participate in evaluation of emerging EMS technologies, medications, equipment, treatment strategies, and evidence-based practices. Assist with investigations involving clinical performance or patient-care concerns when appropriate. Maintain appropriate confidentiality regarding protected health information, personnel matters, peer review, and quality improvement activities. Participate in recruitment, hiring, evaluation, and development of clinical personnel. Serve as a member of the agency's senior leadership team and participate in organizational strategic planning and administrative decision-making. Represent Cheshire County EMS at meetings, committees, professional organizations, educational programs, and regional or statewide initiatives as assigned. Maintain operational familiarity with the EMS system and participate in field operations when necessary or appropriate. Assume command or administrative responsibilities as directed by the Chief of EMS. Perform other duties consistent with the responsibilities of a Deputy Chief.LEADERSHIP EXPECTATIONS
The Deputy Chief of Clinical Services is expected to be more than a clinical subject-matter expert. The successful candidate must be capable of translating clinical knowledge into organizational systems that improve the performance of the entire department.Candidates should demonstrate:

The ability to lead organizational change while maintaining effective relationships with personnel.MINIMUM QUALIFICATIONS
Applicants should possess: Current National Registry Paramedic certification. Current or eligibility for New Hampshire Paramedic licensure. Substantial experience as a practicing Paramedic in an emergency medical services system. Demonstrated EMS leadership, supervisory, educational, quality-improvement, or administrative experience. Strong working knowledge of EMS clinical practice, documentation, quality improvement, and provider education. Current driver's license and ability to meet Cheshire County vehicle operation requirements. Current certifications required for Paramedic practice within the State of New Hampshire. Equivalent combinations of education, training, leadership experience, and professional accomplishments may be considered where appropriate.PREFERRED QUALIFICATIONS
Preference may be given to candidates possessing one or more of the following: Previous EMS command, management, or senior supervisory experience. Experience administering EMS Quality Assurance or Quality Improvement programs. Experience in EMS education, field training, or professional development. Experience developing clinical policies, guidelines, or educational programs. Instructor credentials in applicable EMS disciplines. Bachelor's degree in EMS, healthcare administration, public administration, emergency management, education, or a related field. Graduate-level education in a related discipline. Experience working within a progressive or regional EMS system. Demonstrated involvement in professional EMS organizations, committees, research, protocol development, or system improvement initiatives.SCHEDULE
This is a full-time leadership position. The Deputy Chief of Clinical Services will primarily work an administrative schedule but must maintain flexibility based upon the operational and administrative needs of the organization. Some evening, weekend, emergency, meeting, or field response responsibilities should be anticipated. The position participates in the agency command structure and may be required to respond to significant incidents or provide administrative coverage as assigned.COMPENSATION AND BENEFITS
Salary:
$75,483 - $94,660 commensurate with experience Cheshire County offers a comprehensive employee benefits package, which includes health insurance, dental insurance, state group 1 retirement benefits, paid leave, and other benefits available to eligible County employees. Final compensation will be determined in accordance with Cheshire County policies and will consider the successful candidate's qualifications and experience.
