Job Description

Energy Cost Saving Specialist The Citizens Utility Board of Ohio (CUB OH) is looking for an Energy Cost Saving Specialist to help residents of Cleveland's Midtown and Hough neighborhoods manage their energy bills and access assistance programs. The role emphasizes reducing ongoing energy costs so households save money and reduce energy usage. This role centers on one-on-one casework, reviewing utility bills, and helping residents apply for programs to resolve home energy issues. The Energy Cost Saving Specialist will also build and lead community workshops and consumer education focused on energy, home maintenance, and financial literacy. This role may include an initial training period alongside peer consumer counselors from CUBs in other states.
Responsibilities:
Meet one-on-one with residents to review utility bills and help them understand charges, payment history, and options Walk residents through HEAP (Home Energy Assistance Program) and PIPP (Percentage of Income Payment Plan) applications, including gathering required documentation Assist residents in completing applications for energy audit and energy efficiency programs, including major appliance (e.g., HVAC, water heater, etc.) replacement/repair assistance and home insulation and air sealing programs Help residents set up, manage, and stay current on utility payment plans Intervene on behalf of residents facing disconnection, including contacting utility companies to resolve issues or prevent shutoffs Plan, organize, and lead 3 community workshops or educational forums, covering energy efficiency, home maintenance, and financial literacy Host bill payment clinics to help residents understand and manage utility bills Refer clients to services and partner organizations Represent the program at community events Build and maintain relationships with Cleveland City Councilmembers' offices, community organizations, churches, local leaders, and social service agencies Track caseload, workshop attendance, referrals, and application/resolution outcomes for reporting purposes
Qualifications:
Experience in case management, community outreach, social services, or a related field Comfortable navigating conversations with utility companies on a client's behalf (payment plans, disconnection issues, billing disputes) Able to help residents complete detailed applications with sensitivity around financial and personal information Comfortable engaging one-on-one and in group/workshop settings and limited door-to-door fieldwork Ability to work a flexible schedule, including some evenings/weekends for workshops and events Familiarity with HEAP, PIPP, or other utility/energy assistance programs strongly preferred; willingness to learn program rules and eligibility requirements (preferred, but not required) Experience with the Midtown/Hough community and/or lived experience in similar neighborhoods (preferred, but not required) Bilingual candidates encouraged to apply
Contract Details:
Approximately 25-40 hours/week $3500-$4500/month This is an independent contract role ending June 2027, with possibility to extend contingent on funding
Pay:
