Job Description Ulu Companies is seeking a Accounting & Government Pricing Specialist to lead all accounting operations and government pricing across Ulu HI-Tech, Ulu Malu Systems, and affiliated entities. This role owns the company's accounting infrastructure and ensures full compliance with government contracting regulations, including FAR, CAS, and DCAA requirements, while delivering the financial insight that supports decision-making, contract performance, and long-term growth. The position partners closely with Contracts, Program Management, outside accounting and reporting resources, and Executive leadership; and plays a critical role in maintaining a strong internal control environment and audit readiness. This position reports to the Chief Financial Officer. The ideal candidate is an experienced government contracting accountant and pricing professional who is a strong team player with excellent communication, critical thinking, and problem-solving skills. This candidate also is proficient in utilizing Deltek Costpoint to manage project accounting, indirect rates, government reporting, and financial analysis. Why Join Ulu Companies? As our Accounting & Government Pricing Specialist, you will serve as a key financial leader responsible for shaping accounting operations, government pricing strategy, and compliance across a growing portfolio of companies.
Responsibilities:
Accounting Operations & Financial Close Oversee day-to-day accounting operations across Ulu Companies entities — accounts payable, accounts receivable, general ledger, payroll, and project accounting — including transaction processing, billings, and financial close activities. Prepare and review monthly and annual financial statements, ensuring accuracy, timeliness, and alignment with GAAP and government contracting requirements. Manage Hawaii General Excise Tax (GET) reconciliations and filings, along with related tax schedules and annual reviews. Oversee semi-monthly payroll processing and ensure accurate labor posting, allocations, and labor distribution. Government Contract Accounting & Compliance Manage and review accounting for various contract types (FFP, T&M, CPFF), including revenue recognition, cost tracking, and invoicing in accordance with contract terms and regulatory guidance. Ensure proper treatment of cost allowability, allocability, and consistency in accordance with FAR Part 31 and CAS, as applicable. Lead the preparation and submission of the annual Incurred Cost Submission (ICS) and support DCAA audits and other government reviews. Maintain compliant timekeeping and labor-charging practices aligned to contract requirements and internal controls. Indirect Rates & Government Pricing Develop, monitor, and analyze indirect cost rate structures (fringe, overhead, and G&A), including preparation of provisional billing rates and annual true-ups. Lead government pricing efforts, including development of forward pricing rates, cost volumes, basis-of-estimate (BOE) inputs, budgets, and financial projections for proposal submissions. Coordinate GSA schedule and other GWAC rate updates, including periodic additions of labor categories and rates. Partner with Business Development and Executive leadership to support competitive, compliant pricing and profitability analysis. Internal Controls, Systems & Reporting Maintain and enhance internal controls, policies, and procedures to ensure audit readiness and compliance with regulatory requirements. Support system optimization and reporting capabilities within Deltek Costpoint, including Costpoint BI dashboards for contract burn rate, invoice status, and project completion tracking. Partner with Operations and Program Management to provide financial insights, monitor contract performance, and support profitability analysis. Professional Development Stay current on changes in

guidance, and industry best practices, and implement necessary changes within the accounting function. Other duties as assigned.
Qualifications:
Required Bachelor's degree in Accounting or a related field, or 4 years of experience in accounting. 5+ years of progressive accounting experience within a government contracting environment. Strong knowledge of FAR, CAS, and DCAA audit requirements. Demonstrated experience preparing Incurred Cost Submissions and supporting government audits. Experience managing indirect rate structures, cost pools, and allocation methodologies. Proficiency with Deltek Costpoint. Experience leading accounting teams and collaborating cross-functionally with Contracts, Program Management, and Executive leadership. Strong analytical and problem-solving skills with a high level of attention to detail. Excellent communication and leadership skills, with the ability to translate complex regulatory requirements into actionable business practices. Preferred CPA designation. Experience supporting multi-entity or multi-company Costpoint environments. Background in government contract pricing, forward pricing, and proposal cost volume development. Familiarity with Native Hawaiian Organizations (NHOs) and 8(a) program compliance. Familiarity with Hawaii General Excise Tax (GET).
Education & Certifications:
Minimum:
Bachelor's degree in accounting, Finance, or a related field, or 4year's experience in accounting. Deltek Costpoint system experience. Foundational knowledge of FAR, CAS, and DCAA requirements (training or coursework).
Highly relevant alternatives:
CPA certification. Deltek Costpoint module or administrator certifications. CGFM or other government financial management certification. Physical Requirements May require lifting and moving office supplies, furniture, equipment, and boxes weighing up to 25 lbs. May require the ability to work at multiple locations and travel nationally, as needed.
